Year 2000 During the French Presidency the informal co-operation of the Ministers and Directors General responsible for public administration in the Member States of the European Union (EU) was extended into the area of e-Government. At the 35th meeting of the Directors General held in Strasbourg on November 9-10, 2000, the Directors General agreed on the establishment of an e-Government Working Group (EWG) under their auspice. Fact Austria position … EUPAN E-Government working group that we consider a very inneffective forum. Having only informal character and lacking a clear mandate its work can only have a marginal impact on the eGovernment policies and strategies of the member states. Furthermore it does not add value to the existing working groups of the European Commission but rather duplicates effort. we are not able to dedicate any ressources to the EUPAN eGovernment working group and that Austria will not participate in future workin group meetings. “ EGOWG Meeting - 22, 23 October – Sintra

Fact eGovernment Working Group – Berlin, May 2007 Member States: 17 MS The german presidency presented four options of the future role of the eGovernment WG in EUPAN: Free forum: Continuation of the work as a free forum for the exchange of best practices with a possible focus on strategic eGovernment issues. 2. Informal i2010 platform: an informal body under the leadership of the Presidency which observes the work of the eGovernment subgroup in the framework of the i2010 eGovernment action plan and coordinates issues in between the MS and without the participation of the EU Commission. 3. Integration: Integration of the work of IPSG, HRWG and the working group on “Better Regulation“ through a focus on common issues such as user satisfaction, leadership, reduction of bureaucracy. 4. Fact eGovernment Working Group – Berlin, May 2007 Option 2 made sense to a minority of MS only (Informal i2010 platform) The majority of MS however agreed that the issue of eGovernment needed further treatment by EUPAN. While one group of Member States advocated intensifying the cooperation between the groups, another group expressed its concern that this might only be possible if the entire EUPAN was restructured. MTP 2008/2009 During the Finnish Presidency, a proposal was presented with the intention of developing and improving a new Mid Term Programme format: a target oriented document with the purpose to provide a transversal approach of the main priorities within working groups. In consequence, both German and Portuguese Presidencies have worked to fulfil that objective. The EU Ministers Responsible for Public Administration at 13th meeting, June 2007, under German Presidency, adopted a resolution agreeing that “the priorities for the future work within the network in general and for the Medium Term Programm to be drawn up under the Portuguese Presidency”. At the same time the Ministers invited the Directors-General to review the structures and methods of cooperation between working groups. EGOWG Meeting - 22, 23 October – Sintra

Portuguese proposal MTP – Cooperation Enhance cooperation among the WG’s by developing new working methods: Learning Groups Participation of WG’s chairs in all the other WG’s meetings HR IPSG DISPA Handbook for the network, defining the composition of the network, the papers of each actor, the role of different documents and meetinga in setting the target and reporting about result,the goals of the MTP format, knowledge management of the working groups and tools & knowledge management among the groups etc……. Learning Groups - Creating Learning Groups on the basis of member states common interests, responsible to produce outputs Participation of the chair of each wg in the meetings of the other wg - Establishment of the rule that makes possible the participation of the chairs of each working groups on the meetings of every working group as participant or observer. Portuguese proposal Cooperation with European Comission DG Information Society - Action Plan i2010 a) The member of “egovernment i2010 subgroup”, of each presidency, reports to the IPSG the strategies and policies discussed in the group as well the status of the Services Directive implementation in all MS. b) The same member reports to the “egovernment i2010 subgroup” the main concerns from the EUPAN. Portuguese proposal Main Advantages of the Learning Groups Aligning different approaches (IPSG; HR; DEBR…) so as to improve the EUPAN outputs; Aligning the EUPAN activities in relation to the Member States needs and expectations (on a volunteer basis); Covering more themes in the MTP which increases the EUPAN results; Promoting the sharing of practices and findings among WG and Member States which is one of the core businesses of the EUPAN.
