AT THE CONSTITUTIONAL CONVENTION...
Greatest debate was over representation Proportional Representation vs. Equal Representation The Great Compromise solved this; Congress would have 2 legislative houses – a Congress(2 Senators) and a House of Representatives (1 rep for every 30,000).

Compromise wasn’t good enough Worried 1 person couldn’t represent 30,000

Had to be ratified by 9 states. Extensive debates occurred between Federalists (who supported constitution) and Anti-Federalists (opposed a strong central gov’t)
