1786 DELEGATES FROM 5 STATES MET TO DISCUSS WAYS TO PROMOTE TRADE BELIEVED CREATING NATIONAL TRADE LAWS WOULD HELP ALL THE STATES ARTICLES OF CONFEDERATION MUST BE AMENDED, TO GIVE THE NATIONAL GOVERNMENT MORE POWER

REPRESENTATIVES WERE TO BE SENT TO PHILADELPHIA TO DISCUSS CHANGES THE FOLLOWING MAY SHAYS REBELLION ENCOURAGED AMERICANS TO PUSH FOR STRENGTHENING THE NATIONAL GOVERNMENT 12 STATES SEND DELEGATES TO PHILADELPHIA IN THE SUMMER OF 1787 RHODE ISLAND REFUSED TO PARTICIPATE

55 TOTAL DELEGATES ARRIVED IN PHILADELPHIA MERCHANTS, LAWYERS, PLANTERS, DOCTORS ¾ HAD BEEN PART OF THE CONTINENTAL CONGRESS PARTS OF THE STATES LEGISLATURES ALL CALLED THE FOUNDING FATHERS OF THE UNITED STATES

GEORGE WASHINGTON, BENJAMIN FRANKLIN, JAMES MADISON, MISSING FROM THE CONVENTION: THOMAS JEFFERSON, JOHN ADAMS, PATRICK HENRY, NO NATIVE AMERICANS, AFRICAN AMERICANS, OR WOMEN (WERE NOT CONSIDERED CITIZENS BY THE DELEGATES)

SOME THOUGHT THEY WOULD AMEND THE ARTICLES OF CONFEDERATION SOME WANTED TO CREATE A NEW GOVERNMENT ALL AGREED THE GOVERNMENT NEEDED TO PROTECT THE PEOPLES RIGHTS ALL BELIEVED THE GOVERNMENT SHOULD BE STRONG ENOUGH TO PROTECT PEOPLES RIGHTS BUT NOT TOO STRONG TO BE CONTROLLED

WHO COUNTS FOR POPULATION? SOUTHERN STATES SAY SLAVES COUNT FOR REPRESENTATION BUT NOT TAXATION NORTHERN STATES SAY THEY COUNT FOR TAXATION BUT NOT REPRESENTATION

SLAVE POPULATION WOULD BE COUNTED FOR TAXATION AND 3/5 OF THE POPULATION WOULD COUNT FOR REPRESENTATION

21 SLAVERY ALL NORTHERN STATES HAD BANNED IMPORTATION OF SLAVES, WANTED IT TO EXTEND TO THE REST OF THE NATION SOUTHERN STATES DISAGREED COMPROMISE WAS MADE SLAVE TRADE WOULD END IN 1808

22 TRADE NATIVE AMERICANS
CONGRESS WOULD REGULATE TRADE CONGRESS AND THE STATES HAD THE POWER TO COIN MONEY CONGRESS AND STATES COULD MAKE TREATIES WITH THE NATIVE AMERICANS NATIVE AMERICANS AREN’T CITIZENS OR CONSIDERED FOREIGN NATION

23 CONSTITUTIONAL CONVENTION
SEPTEMBER 15,1787 DELEGATES VOTED TO SUPPORT THE CONSTITUTION ALL BUT 3 DELEGATES SIGNED IT WAS SENT TO THE CONFEDERATION CONGRESS FOR RATIFICATION
