7. Request for Proposals (RFP) to provide Relay Service beginning March 1, Docket No TP
The current Sprint Relay Contract expires February 28, 2018.
On May 11, 2017 the PSC released the RFP to provide relay service in Florida.
On September 7, 2017, the PSC voted to award a new three-year contract to provide relay service to Sprint beginning March 1, 2018.

8. PSC Updates FTRI Fiscal Year 2017/2018 Budget - Docket No. 20140029-TP
The PSC reduced the monthly telecommunications relay service (TRS) surcharge by one penny to $0.10 per month for Fiscal Year 2017/2018, effective October 1, 2017 and required the incumbent local exchange companies, competitive local exchange companies, and shared tenant providers to bill the reduced surcharge.
The PSC required FTRI to reduce its proposed Fiscal Year 2017/2018 budget by $117,954.

9. Order DA Released May 10, 2017
The Consumer and Governmental Affairs Bureau (CGB) sought comment on the Interstate Telecommunications Relay Services (TRS) Fund administrator’s proposed provider compensation rates, funding requirement, and carrier contribution factor for the period from July 1, 2017, through June 30, 2018, for TRS compensated by the Interstate TRS Fund (Fund).
Comments were due June 1, 2017.

10. DA Adopted on June 30, 2017
This order adopts per-minute provider compensation rates for telecommunications relay services (TRS) that are supported by the Interstate Telecommunications Relay Services Fund (TRS Fund, or Fund) for the Fund Year beginning July 1, 2017, and ending June 30, 2018.
This order also determines, for the Fund Year, the total size of the TRS Fund and the contribution factor, i.e., the percentage of interstate and international end user revenue telecommunications carriers and other covered service providers must contribute to the TRS Fund. 11. FCC Released July 6, 2017
In this Report and Order, the FCC adopted a four-year provider compensation plan for video relay service (VRS), effective from July 1, 2017, through June 30, 2021.
The FCC also amended the rules to permit server-based routing of VRS and point-to-point video calls and provide continuing authority for the TRS Fund administrator to continue to request funding for research and development.
Finally, the FCC deleted those portions of the rules providing for a neutral video communications service platform.

12. DA Released July 19, 2017
Under the FCC’s rules, each certified state or territory may file an application for renewal of its certification one year prior to expiration, i.e., beginning July 25, Current certifications will expire on July 25, 2018.
Although there is no prescribed deadline for filing, the FCC requested that renewal applications be filed no later than October 1, 2017, to give the Commission sufficient time to review and rule on the applications prior to expiration of the existing certifications. The PSC filed Florida’s 2017 Recertification Application with the FCC on September 28, 2017.
The Consumer and Governmental Affairs Bureau will release for public comment each application for renewal and will review each application to determine whether the state TRS program has sufficiently documented that it meets or exceeds all of the applicable operational, technical and functional mandatory minimum standards set forth in section of the FCC’s rules.

13. DA Released August 24, 2017
The FCC adopted a Report and Order adopting compensation rates for video relay service (VRS) and amended its rules to permit server-based routing for VRS and point-to-point calls, authorized the continued use of money from the Telecommunications Relay Service (TRS) Fund for research and development, and eliminated rules requiring the development of a neutral video communications service platform.
The FCC ordered the Report and Order and amended rules become effective 30 days after publication in the Federal Register on August 22, The Report and Order and final rules became effective September 21, 2017.
In the Order, the FCC reestablished the effectiveness of the rule incorporating the VRS Interoperability Profile. Specifically, the Order requires providers to comply with the VRS Provider Interoperability Profile within 120 days after the date of publication of a summary of the Order in the Federal Register, which will be December 20, 2017.

14. DA Released October 6, 2017
The Consumer and Governmental Affairs Bureau of the FCC seeks comment on the petition filed by the Interstate Telecommunications Relay Service Advisory Council (TRS Advisory Council) on September 21, 2017, seeking reconsideration of the 2017 VRS Rate Order to compensate video relay service (VRS) providers for an eight-month trial of skills-based routing.
The petition requests these rates be increased to $5.29 per conversation minute, subject to the providers’ submission of actual cost data during the trial period.
In addition, the petition seeks reconsideration of the deadlines for VRS providers to notify the FCC of their intent to participate in and to commence such trial.
The FCC invited interested parties to file and serve comments on the petition and reply comments on or before the dates specified above. All filings must reference CG Docket Nos and
