2 Essential steps for PIFC implementation
An overall and realistic government vision for how PIFC is intended (including the proposed national definition and approach to managerial accountability) Ensure an appropriate coordination mechanism for all related ongoing reforms Consolidate reform progress as you go along Monitor and report on Progress

3 Overall vision for PIFC development
Organisational objectives in line with national policy; Decentralised Managerial Accountability Risk management; Control activities (including internal control over financial management); Information and Communication Monitoring Internal Audit

4 Coordination with all other ongoing reforms
Upstream co-ordination at the stage of developing strategic approaches and policy documents. Downstream coordination at the stage of sequencing and coordinating the implementation of the reforms.

5 Consolidate reform progress as you go along
Quality Review (by CHU) helps make sure that reforms will stick Macro level – Quality Review provides feedback on strategic challenges for future implementation strategies. Organisational level – Quality Review provides information on specific challenges where targeted CHU support may be required.

6 Monitor and Report on Progress
Progress against implementation deadlines should be monitored and reviewed to ensure that it meets accepted quality levels Reporting to government provides for a qualitative assessment and allows for strategic level intervention
