5 Purpose The purpose of the exercise is to evaluate and review Great Plains Health Care Emergency Operations Plan.

6 Exercise Objectives Communications. Evaluate the Great Plains Health Care processes and procedures for communicating with staff and key stakeholders Critical Resources Logistics and Distribution. Assess Great Plains Health Care ability to identify and acquire resources needed in responding to a localized disaster. Emergency Operations Center Management. Great Plains Health Care staff will demonstrate understanding of their roles in an emergency that surges normal capabilities

7 Exercise Objectives Cont.
Emergency Public Safety & Security Response. Exercise participants will understand the role of Public Safety in an emergency and how Great Plains Health Care interact with Public Safety staff on-scene. Emergency Public Information & Warning. Great Plains Health Care staff will demonstrate their ability to provide public information and warning to staff and key stakeholders.

Issue identification is not as valuable as suggestions and recommended actions that could improve response and preparedness efforts. Problem-solving efforts should be the focus.

13 Module 1 – Sept 22, 2016 9:02 AM: North Platte Community College security dispatch receives a series of 911 calls stating that a plane hit the McDonald-Belton building on their south campus. One of the callers mentioned that the plane hit the building as it was stalling and the air speed was slow.

14 Module 1 – continued There are also reports of thick smoke and a strong smell of fuel. The north side of the building where the plane hit has collapsed and callers can hear people crying for help. Dispatch then hears a loud explosion while on the phone with a caller and people can be heard screaming and crying.

15 Module 1 Questions What does Great Plains Health Care know at this point? What can Great Plains Health Care safely assume? Where and how can we acquire additional information? What do you need to do right now?

16 Module 2 – Sept 22, 2016 9:10 AM: The tower at North Platte Regional Airport reports a Cessna 208B Grand Caravan EX (private jet) took off at 9:00 AM with ten people on board (nine passengers and one pilot). Correspondence was initiated by the pilot after take-off with the message of “Mayday” and then communication was lost.

17 Module 2 – Sept 22, 2016 FAA authorities, North Platte Law Enforcement, and Fire has been notified by the tower (Notification occurred at 9:10 AM). Jet was fully fueled. Passengers were government contractors from Washington D.C. and the flight plan indicated they were going to Denver.

How will they be notified? How long will it take you to get to your ICS designated area? How are you getting information from the scene? What information do you NEED from the scene? For the ICS, what is the length of your first operational period?

What are your objectives for your first operational period? What is each member of the ICS doing in order to meet that objective? What material and/or personnel do you need to meet your objectives? What information are you sending out at this point? Who are you sending information to?

20 Module 3 – Sept 22, 2016 9:30 AM: North Platte Fire has taken control of the scene. Request for EMS units has been asked. 9:45 AM: Local press is on the campus and feeding live to their parent stations. Footage of injured and dead has been captured. Curious onlookers are flocking to the campus and roadways to the campus are becoming congested. Life Flight needs a location for landing and transport protocols to be established.

21 Module 3 – continued One of the students has been taking pictures throughout the response and posting them to Instagram and Facebook and twitter with captions like “PlaneCrashInNorthPlatte!” and the hashtag #NorthPlattePlaneCrash.

22 Module 3 Questions For the ICS, what is the length of your second operational period? What are your objectives for your second operational period? What is each member of the ICS doing in order to meet that objective? How is GPH hospital preparing for surge operations and response?

What is the process for monitoring social media to prevent the spread of rumors? What is the role of public safety in comparison with local first responders? Are additional resources required?
