7 State Financial Aid Financial aid programs should:
Align with state goals Focus on need-based aid Promote college and career readiness/access/completion Implement early awareness into all state aid programs Align processes to best serve students 11/30/2018

Set a state attainment goal and align the funding strategy Develop a tuition-setting policy that is affordable and predictable Consider an incentive system for institutions that rewards student success. Charge in-state tuition to all residents, regardless of immigration status 11/30/2018

11 Non-Financial Issues High school graduation and college acceptance requirements align. Transfer of coursework from 2- to 4-year colleges is clear and accessible. A statewide longitudinal data system links postsecondary outcomes to K-12 education. The school counselor ratio is no more than 1:250 and they spend at least 80% of their time in direct service. 11/30/2018
