Importance of Data Privacy
11/30/2018 Importance of Data Privacy Federal and state laws govern data privacy, confidentiality and security and require CDE to collect data that may include personally identifiable information (PII). Name, address, personal identifier Other indirect identifiers (e.g., date or place of birth) Information that, alone or in combination, is linked or linkable to a specific student that would allow a reasonable person in the school community, who does not have personal knowledge of the relevant circumstances, to identify the student with reasonable certainty. (§ 99.3) 4

Statewide Common Course Codes
The Statewide Standard Course Code (SSCC) system exists to map local course codes to a course code system that all districts use to provide comparability across the state. The SSCC system is primarily used as a part of the Teacher Student Data Link (TSDL) collection

The Goals of SSCC Districts map local course codes to a statewide standard course code Provides common course codes across the state Makes communication easier when talking about courses Transcripts

Based on the Secondary School Course Classification System: School for Exchange of Data (SCED) National Center for Education Statistics (NCES) U.S. Department of Education Five digit common codes for all courses PK-12 First two digits subject area Last three digits content

Majority of subject areas are covered School Codes for the Exchange of Data (SCED) Currently four versions of SCEDs exist

SCED version 1.0 This is what most schools use Secondary codes and prior to secondary codes CDE will no longer support in SCED version 2.0 Combined prior to secondary codes with secondary codes. Codes above 50000 Crosswalk provided to map codes Districts need to change to the new SCED value

Statewide Standard Course Code System
SCED Codes are only one part of the SSCC Field Description Local Course Code Course code used by district, may not be duplicated Course Title District defined course title Course Description District defined course description (may be null) Course Level Remidial (B), College (C), Enriched or Advanced (E), General (G) default option, Honors (H) Grade Span / Credits High and Low grade offered (ex KG05 for K – 5) Credits for high school classes defined by Carnegie Units Sequence What step in a sequence is this course? Sequence Total How many total steps in the sequence are there? SSCC Code SCED code(s) chosen for course. Up to 5 are allowed separated by commas Sort Option 1 Optional field for district use Sort Option 2

SSCC System File Layout and Definitions
Local Course Code, Course Title, Course Description All of these fields are defined by the district and can be used however the district sees fit Local Course Codes may not be duplicated though Course Level Indicates if a course is advanced or remedial. If you are unsure General (G) is the default option. Cannot be left blank Grade Span / Credits If a course is offered for high school credit enter the credits it grants using Carnegie Units Carnegie Unit = 1 hour per day for a year of school Values must be 4 characters, so 1.00 or 0.50 If not for credit please enter grade span instead EX: KG05 for Kinder to 5th grade For a single grade: 0505

SSCC System File Layout and Definitions
Sequence The number in a sequence for a given local course code Sequence Total The total number of steps in a sequence For example if a course is step 1 in a two sequence course then: Sequence = 1 Sequence Total = 2 SSCC Code The SCED code(s) for a given course You may use the same SCED for multiple courses You may use up to 5 SCED codes for a single course (separate with a comma)

Why do we need course codes?
Courses are the link between teacher and student Required for teacher student data link Teacher student data link interchange is open Teacher student data link snapshot opens in Early February All districts are required to map courses We would like districts to have courses mapped by the time they are working on TSDL There will be errors when districts upload TSDL files if no course codes exist

Clarification Districts are not required to change their local course codes. Districts should map to the best choice for the statewide standard course codes

Courses associated with assessments are required for the TSDL collection Math, Language Arts, Science, Social Studies All other courses are required for the Course Code proficiency report

How do I map courses codes for 2016-2017 school year?
Districts can copy work forward from school year to the school year in the course code system If your district is using retired SCED codes rollover will generate errors that need to be addressed Upload a file from information system extract Must be saved as Tab Delimited

How to convert from version 1.0 to 3.0
SCED version 1.0 Secondary codes Prior to secondary codes Migrate to version 2.0 Prior to secondary codes to new codes Use the crosswalk tab Export modify SCED code and reload Migrate from version 2.0 to 3.0 Load file and check for errors in Check spreadsheet for the change in codes
