The Government is planning to publish the White Paper this Autumn and a new Education Bill will follow shortly containing those commitments which require legislation. The Secretary of State outlined the key issues in his speech to the Westminster Academy on 6 September The speech sets out plans for a more autonomous school system led by professionals which will:
11
increase the number of great teachers and leaders in our schools
give teachers the power to tackle poor discipline create a fairer funding system so that extra funds follow the poorest pupils who need the most support introduce a simpler, more focused National Curriculum restore faith in our battered qualifications system.
12
School autonomy will be supported by greater accountability through improved testing and assessment. More good school places in the next few years are promised and help will be given to establish new schools in areas where there is a growing demand for school places Sec. of State 6th September 2010
13
tackle bureaucracy at source, stripping out unnecessary obligations placed on hard-pressed teachers and overworked governors, simplify the Ofsted inspection regime and tackle health and safety rules which inhibit out-of-classroom learning and undermine competitive team sports Sec. of State 6th September 2010
14
lay out plans to radically improve the environment in which disruptive and excluded pupils are educated … so that … organisations with a proven track record in turning young lives round are given the opportunity to do more Sec. of State 6th September 2010
