Good morning my name is Col. D.C. Pipp, I am the Deputy Director, the Supply Chain Integration Office within the Deputy Under Secretary of Defense for Logistics and Materiel Readiness. I too want to welcome all of you and tell you how delighted I am to see this great turn out. The fact that you’ve all taken time out of your schedules means that we share a common goal. That goal is to move our logistics systems off the Military Standard Systems (MILS) and capitalize on the new and more flexible information exchange standards that exist today. So why do we support this effort? It supports our: Policies - DOD R and DODD Our vision of the Future Logistics Enterprise It’s capitalizes on robust and mature commercial EDI standards Preserves logistics systems interoperability There is no added cost to use these capabilities through our community services institutions The Supply Chain Integration Office is supporting this kick-off meeting for the reasons shown on this chart. First it is in direct support of our policies. Our current logistics operational policies are prescribed in the DOD Materiel Management Regulation DOD It sets forth the community services responsibilities for the Defense Logistics Management Standards Office and the Defense Automatic Addressing System Center to support the logistics community with electronic data exchange standards and services. Both DOD R and DOD Directive , “DOD Logistics Use of Electronic Data Interchange Standards,” identify the American National Standards Institute (ANSI) Accredited Standards Committee (ASC) X12 as the baseline EDI standard for use in logistics. Both the regulation and the Directive state that while ASC X12 shall be the baseline standard for the Defense Logistics Management System (DLMS), the DLMS shall encompass emerging electronic information exchange business capabilities. Today’s meeting subject is about the incorporation of XML into the DLMS. Our office is interested in DOD logistics migrating off the MILS as rapidly as possible to enable logistics transformation and the obtainment of the future logistics environment. We all know that the MILS are functionally constraining and technically obsolete. Our goal is to remove any information exchange obstacles that prevent our adoption of best business practices, those we know about today and those that haven’t even be thought of yet. The approach and capabilities you’ll see today is grounded on and capitalize: our time proven logistics information exchange institutions DLMSO and DAASC The data standardization work we’ve done over many years, and The robust, mature and widely used commercial ASC X12 standard Of great import to us is the fact that the approach ensures interoperability to our legacy systems until such time that they are either replaced or migrate to the new DLMS X12 or XML information exchange standards. Lastly and very important to all of you is the fact that the capabilities that you’ll be presented with today are all core responsibilities of both DLMSO and DAASC. Therefore there is no cost to avail yourselves to the these capabilities and services.
