Introduction From 1st April 2010 all advisers have been required to verify their client’s identities using the URU electronic ID system. This system, developed by GB Group in partnership with BT, accesses electronic records and databases to provide verification of the clients name, address and date of birth.

Introduction In addition to checking electoral role, credit records and telephone records a number of anti-fraud and sanctions checks are completed. In some circumstances, where electronic records are not sufficient to positively verify the client’s identity, paper documentation reference numbers can be input to obtain verification. There is no footprint or trace left on the clients credit records and no information used to verify the identity is used for any other purpose.

When to use URU You will need to use URU to verify all new client’s
identity. This includes all applicants, lives assured and policyholders. You only need to ID existing client if: You do not hold evidence of previous ID verification The client has changed his/her name The client has changed his/her address Fact find information has materially changed so that you now consider the client a greater financial crime risk

When to use URU Despite obtaining ID verification electronically, you will be still required to follow lenders and providers process and where applicable provide them with copies of paper ID documents. This is to comply with their own anti-fraud monitoring processes and has nothing to do with ID verification

When to use URU You need to complete your ID verification process at any point in the sales process BEFORE the client’s application is submitted Additional guidance on when you need to verify client’s identity is contained in Section 5 of the Anti-money laundering guidance on the extranet. The URU procedures, also on the extranet, details when you need to use the electronic system

How to access URU URU is accessed through a secure website URL that is available 24 hours a day subject to having an internet connection. No information about the checks completed is stored on your computer and all client information is held securely. The web address for accessing URL is available in the procedures and is also shown at the end of this training

How to access URU Your log-in ID and password will have been provided to you with your appointment confirmation from your Recruitment Team administrator. If this was not received or has been lost please contact either Recruitment or IT to obtain your ID and password. On first log-on you will need to change the password to one that is familiar to yourself.

Log-on & change password
Input your user name (Account) and password and then click ‘log in’

A warning will appear “Your password must be changed…….” Click ‘Need to change your password?’

Input the old password, a new password (that will indicate the security strength) and re-confirm the new password. Then click ‘change password now’.

When the message to confirm that the password has been changed appears, click ‘back’

Finally, re-enter the new password and click ‘log in. This will log you in to URU

You will see this screen. You need to select the relevant profile (1 or 2) depending on how you are advising the client and click continue.

Face to face verification
When completing verification checks for clients that you have seen face to face you will need to input the following in ALL cases: - Surname - 1st middle initial (not ‘middle name’ as shown) - Title - Forename - Gender - Date of Birth Customer reference (client forename and surname)

If you miss any of this information a warning box will appear when you click ‘authenticate’ and you will not be able to proceed until all errors are cleared:

You do NOT need to input any document data at this point. Passport, driving licence, electricity supply or card details are only required if the ALERT decision is produced having input name, address, DOB, gender and ticked the telephone box.

Having input the house number/name and postcode in ALL cases click on ‘look-up’ to find the address

Select the correct address and click OK to input the address details:

You do not need to input first/last residency years – doing so may reduce the chance of a ‘PASS’

Equally, you do not need to input any previous/other addresses

If the address the client has provided is not found on the look-up search, select the closest nearest match and then manually amend the details

Next, in ALL cases go to the Land Telephone tab and tick the Non-published check box – you do not need to enter a telephone number Tick this box in ALL cases – even if the client says he/she doesn’t have a landline number. Ticking the box avoids keying errors in inputting the number.

Before you proceed to authentication, please double check ALL data entry items to be sure that they have been input correctly. Any incorrect data entry will result in the authentication failing and additional costs being incurred.

If you are happy with the data input and that all fields have been completed, click one of the two ‘authenticate’ buttons on the right.

Non-face to face verification

This section captures the Driving License details from the customer’s driving license photo card, with input fields: Driving license number Date of Issue Postcode as stated on the driving license

The Driving License Number has been broken down into four sub fields. These are identified from the driving license photo card as follows: 5 characters (made up of letters and/or numbers) 6 numbers 3 characters (made up of letters and/or numbers) 2 characters For example, a typical Driving License may display: ABCDE FG7 HJ

If any of the driving licence information is input incorrectly, when you click authenticate a warning box will appear. All errors must be cleared before you are able to proceed:

The electricity bill or statement, and comprises three fields: Electricity Supply Number Mailsort number on the electricity bill Postcode on the electricity bill

The Electricity Supply Number has been broken into four sub fields, of length 2,4,4 and 3, to enable the number to be accurately obtained from the bill. On a typical bill, there will be a series of boxes printed on the bill, and may be labelled Supply number(s). The boxes will appear similar to this:

The Credit/Debit Card section allows the client’s Credit/Debit Card to be proven, and comprises five fields: Card number Card expiry Card issue number (Solo & electron cards only) Card type Card verification code

Face to face URU results
URU will automatically check online records (electoral role, credit records and landline phone records) and based on the information matched will provide one of three possible results from the initial authentication: PASS ALERT REFER Each are explained further, with details of any action required

PASS - Sufficient data has matched online records therefore no further authentication is required - For your own records you need to print/save the results as once cleared these will no longer be available - A record of the authentication result is automatically stored in the admin system and is visible to FCO, Compliance and Supervisors for audit purposes

Otherwise the information will need to be input before clicking ‘Authenticate’. You will then obtain a PASS or REFER

REFER For a REFER, first check that the data entry has been correctly completed If it hasn’t been input correctly, amend and re-authenticate If it has been input correctly, or a REFER is still obtained, Jason Rickards (FCO) immediately with the client name Further guidance or confirmation of further actions will then be provided During a REFER process, continue to deal with the client(s) as usual but do not alert them to the identification process.

Non-face to face URU results

Record-keeping A record of each authentication is stored in the back-office admin system that is only accessible to certain HO and Supervisory Teams. You should print/save a copy of the authentication for your own records. It does not need to be uploaded into the OfficeWeb sales process. Over time, full integration into the sales process will be achieved and a copy of the results will automatically be pulled back in to OfficeWeb.

Record-keeping Until integration is available OfficeWeb fields have been added to indicate how ID checks have been completed. Procedures on the extranet show you how to print/save the results document electronically.

When your result is generated click on the button.
Print/Save When your result is generated click on the button. This will open a new window where you should print the results.

Print/Save You are also able to save the result electronically. After clicking on ‘printable version’, click on ‘page’ and ‘save as’.

Record-keeping and Compliance
Compliance will access the check when completing case checks and will assess the audit trail of the authentication. Records will also be viewed by your CDM or Field Supervisor as part of any T&C activity. They will look for a final ‘Pass’ result or a ‘Fail’ with confirmation from FCO to proceed. The results will be recorded as part of the case check in Worksmart. A case check will fail if the electronic ID process for the client only shows an ‘Alert’ decision.
