Local Municipalities and State Laws
These will vary from State to State but could include: Permits Zoning requirements Facility design Monitoring requirements Ground and Surface water testing Runoff requirements Stormwater management plan and/or permit

Federal Laws USEPA compost regulations apply only to composts that contain sewage sludge or septage. (Part 503) USDA-oversees the National Organics Program Certifying agents will review composting process to see if it meets the requirements to be use in organic production.

Certifications US Composting Council The Rodale program
Seal of Testing Assurance Program (STA) requires compost producers to have their compost tested for a selected set of parameters at an STA certified laboratory. The Rodale program requires testing at WERL for a selected set of parameters, and the results are compared with quality standards that the program has established for a number of end uses. The compost is then rated according to its suitability for various end uses. Organic Materials Review Institute Nonprofi t organization that reviews products for use in organic production according to the standards established by the USDA National Organic Program (NOP).
