2 What is the difference between Resident and Non Resident Military?
Resident – Washington military resident who is stationed outside of Washington. Non-resident – military member from a state other than Washington. Both receive “perks” but in different ways. Spouses of an active-duty military member with Washington as a home of record may also license a vehicle in Washington as long as the spouse is a co-owner.

3 Non-Resident Military (NRM):
What perks do they receive? RTA Exemption Who qualifies for this exemption? Active duty members of the USAF US Public Health Officers National Oceanographic and Atmospheric Admin personnel (NOAA) Coast Guard members living in Washington but assigned to duty in Oregon.

4 What is needed? Certify their home of record is in a state or country other than Washington. Be the registered or co-registered owner of the vehicle of which the excise tax exemption is sought. Present a Leave and Earning Statement (LES) showing your home of record. Complete an Affidavit for Non-resident Military Excise Tax Exemption (TD ) when they request the exemption NOTE: Please make sure to include a copy of the LES with the completed form.

5 Resident Military What is a Resident Military? Washington Residents who are members of the armed forces but stationed outside of Washington State. What perk do they receive? exempt from paying sales or use tax on motor vehicles and trailers (including travel trailers) but the vehicle must be purchased and delivered outside of Washington State. Who qualifies? Active military who have a home of record of Washington but stationed out of state, as long as they do not acquire the vehicle less than 30 days prior to discharge or release from active duty or if their assignment is for less than 6 months.

6 What is needed for these types of exemptions?
LES (which clarifies the dates of their orders and what state they are from) Orders that you are stationed outside of Washington State (which clarifies where they are stationed) Title Odometer (if necessary) Title application (notarized signatures) Scale weight and if it is a truck list the gross weight Bill of Sale or purchase order Primary Residence Address Exception NOTE: An LES or Orders alone are not good enough to satisfy both necessary aspects of the full requirements.

7 How are these transactions received?
1st – phone calls (the phone call for information) 2nd – faxed copies (the fax to see what the military person actually has) 3rd – mailed in (original documents with checks) 4th – brought in by family member (original documents and signatures by POA) Military personnel are usually wanting this done ASAP as they cannot have the vehicle on base until it is titled in their name.

8 Don’t forget Discharged Resident Military!
This exemption applies to members of the military who are Washington residents when they acquired a vehicle while stationed outside this state. They need to meet the same requirements as Resident Military (not less than 6 months and acquired 30 days prior to discharge). Examples: Purchased and licensed in another state prior to bringing back to Washington Purchased and not licensed in any state prior to bringing back to Washington

9 Did you know?? You may use a notary public OR an active-duty commissioned officer. If the commissioned officer’s signature, rank, and service branch appear on the document as a notary, no other proof is needed.

10 These Plate designs are restricted to active duty, reserve, retired, or honorably discharged veterans, a family member, or a surviving spouse or state registered domestic partner. The Veteran, family member, surviving spouse, or state registered domestic partner must be a registered owner of the vehicle to which the plates are assigned. Require one of the following as proof of eligibility: Military ID card (active duty, retired or dependent) A copy of the DD214 or NGB22 (showing an honorable discharge) Military License Plate Application (TD )

12 Purple Heart Plates The Purple Heart license plate is available to recipients of the Purple Heart Medal awarded by the US Military for wounds received in combat. Restrictions: For powered vehicles only, including motorcycles Not for trailers, exempt or prorate vehicles May be personalized to become a personalized special plate Fees are required for all Purple Heart License Plates.

13 Purple Heart Plates continued. . . .
Purple Heart license plates are initially issued by headquarters in Olympia. How to Apply: Give your customer the Military License Plate Application. It must be completed and mailed to the following address: Department of Licensing Attn: Special License Plate Unit PO Box 9909 Olympia Special Qualifications: Purple Heart recipients must provide proof of being awarded the Purple Heart Medal, which may be a DD214, an award letter from the branch of service that issued the award, or a certificate awarding the Purple Heart Medal. NOTE: Surviving spouses may retain this plate as long as they show a death certificate and do not remarry.

14 Gold star plates The Gold Star license plate is available at no charge to eligible family members of military personnel who died while serving in the armed forces or as a result of their service. No charge meaning no “special plate fee”, other titling and licensing fees may apply. A widow or widower is exempt from annual vehicle registration fees for one personal use vehicle. Restrictions: For powered vehicles only, including motorcycles Not for trailers, exempt or prorate vehicles May be personalized to become a personalized special plate To qualify a family member must contact the WA State Department of Veteran Affairs for a Gold Star Certification letter

15 Pearl Harbor Survivor Plates
Pearl Harbor Survivor Plates are special plates available to US Military personnel stationed at Pearl Harbor at the time it was attacked on December 7th, 1941during the hours of 7:55 a.m. and 9:45 a.m. (Hawaiian time) or offshore at a distance not to exceed 3 miles. No additional special plate fee is charged. Restrictions: For powered vehicles only, including motorcycles Not for exempt or prorate vehicles May not display a personalized plate message May only be issued to one vehicle registered to the Pearl Harbor survivor. Surviving spouses can retain plates if they were married at the time of the Pearl Harbor Survivor’s death.

16 Medal of Honor Plates Washington offers special license plates for Medal of Honor (MOH) recipients. Applicants must be the registered owners of the vehicle. Licensing fees, license plate fees, and motor vehicle excise tax are not collected when issuing MOH license plates. The only fees required when the MOH license plates are first issued are the filing fees, license service fee, and LPG fees (if applicable). Application and Trauma fees are due if it is a title transfer. Restrictions: For powered vehicles only, including motorcycles but not for exempt or prorate vehicles May not be personalized May only be issued to 3 vehicles registered to the MOB recipient May include DP tabs as long as the recipient qualifies Transferrable from one vehicle to another Must provide proof of award –DD214, NGB-22 or documentation from Department of Veterans Affairs

17 Disabled American Veteran & Prisoners of War Plates
                                                             Disabled American Veteran & Prisoners of War Plates Disabled American Veterans (DAV) and Former Prisoners of War (POW) may receive an exemption from licensing fees on one personal use motor vehicle. Ownership must be in the name of the individual and not in a business name. 1. What you need to do to qualify for DAV Plates: If you're a WA state vehicle owner who served in any branch of the US armed forces, Reserves, or National Guard and: had an honorable discharge or a medical honorable discharge, have been rated by the Veterans Administration or military service, and you're receiving service-related compensation at 100% for more than 1 year. 2. What you need to do to qualify for POW Plates: This plate is available to you if you're a WA state vehicle owner and you have proof that you were a prisoner of war. You're also exempt from paying license fees on 1 vehicle each year if you: Received an honorable discharge or discharged for physical reasons with an honorable record, or Were captured or incarcerated for 29 or more days during a war with an enemy of the United States, or Are the surviving spouse of a deceased former prisoner of war.

18 Veteran campaign ribbon packets
Veteran Remembrance Emblems/Ribbons were designed as a way to fund projects that pay tribute to veterans. They are available to any veteran with honorable military service or individuals serving on active duty in the US armed forces. Cost $10.00 per emblem “package” plus a $5.00 service fee, if applicable. Veteran emblem packages consist of either a US Veteran, Woman Veteran, Military Service award emblem or Distinguished Flying Cross emblem, and any two of the following options: US Flag Campaign ribbon remembrance emblem

19 Nonresident Military Temporary Permits
A nonresident military temporary permit may be issued on a motor vehicle purchased by military personnel whose home of record is in a state or country other than Washington State. This permit allows new owners to operate their vehicle in Washington for a maximum of 3 month if they are applying for registration in their home state. The permit is good for 45 days but can be issued a second permit for the additional 45 days (equaling 3 months) The nonresident military member is not subject to sales tax, use tax, or RTA excise tax during or after the 45 day period unless they apply for a title or the vehicle is still in Washington state after the 3 months or brings back the vehicle within 1 year after the second 45 day permit expires.
