1 Working Group A ECOSTAT 13-14 October 2006 Summary/Conclusions

2 ‘green boxes’ timetable
Draft COM decision and technical report to WFD Committee October 2006

3 ‘grey boxes’ timetable
Results in draft technical report - November 2006 Final technical report - February 2007 Final approval ECOSTAT – April 2007 Draft COM decision and technical report to WFD Committee - Spring 2007

4 ‘yellow boxes’ timetable
Milestone report to ECOSTAT March 2007 Results approved by ECOSTAT April 2007 Results in draft technical report May 2007 Final technical report June 2007 Reports approved by ECOSTAT June/July 2007 Draft COM decision and technical report to WFD Committee October 2007

5 RIVERS

6 Alpine – benthic macroinvertebrates
ECOSTAT accepts Alpine GIG results in draft Decision Annex and Technical report No need for further changes Draft COM decision and technical report to WFD Committee October 2006

7 Central/Baltic – benthic macroinvertebrates
Central/Baltic results are accepted by ECOSTAT CB GIG should include in the technical report the reasons for not accepting MS datasets in the harmonisation MS outside agreed ranges will adjust their boundaries or provide an explanation MS whose boundaries are above the agreed range are not obliged to adjust GIG Results apply to all MS in the GIG even to those MS not contributing appropriate data CB GIG steering group will carry out a final check of the calculations

8 Northern – benthic macroinvertebrates
Northern results for organic pollution pressure are accepted by ECOSTAT GIG is asked to clarify the different approaches to harmonise the boundaries: Explain the technical reason Consider to simplify Clarifications need to be sent to JRC 17 November to be included in technical report

9 Mediterranean – benthic macroinvertebrates
Current milestone report is not complete: No national boundary values are included Role of the common metrics should be clarified MED GIG is asked to revise the report and present to next ECOSTAT

10 E. Continental – benthic macroinvertebrates
Results are in principle accepted Some clarification needed in the presentation of the method in the milestone report EC GIG uses fundamentally different method for setting reference conditions for lowland types  needs further explanation Clarifications need to be sent to JRC 17 November to be included in technical report

Macro-invertebr. Phytobenthos Macrophytes Fish NO Sep 06 Mar 07 Jun 07 (pilot) CB May 07 ALP Jun 06 Mar 07? Not relevant MED likely ? EC May

12 River GIGs: expected results by Feb 2007
Macro-invertebr. Phytobenthos Macrophytes Fish NO X Jun 07 (pilot) CB May 07 ALP ? Not relevant MED EC

13 COASTA/TRANSITIONAL

14 Baltic - Summary Some results now in all quality elements
Not all countries completed in any type/QE matrix More results expected by June 2007 Will be some gaps - e.g. Latvia?

15 Summary of outputs 2006/7 Baltic

16 Summary of outputs 2006/7 Black Sea

17 Black Sea - Next Steps National boundaries are being developed for phytoplankton and benthic invertebrates These are not that far apart Agreement needed on standard sampling and analytical methodologies Results ARE possible for June 2007 A workplan is in place - post GIG meeting Varna September 2006

18 Mediterranean - Summary
No FINAL results now Some results in all quality elements by June 2007 Major gap will be benthic inverts where only CY/GR expect to complete Phytoplankton (chlorophyll) and angiosperms (Posidonia) most promising Further work definitely needed after June 2007 and resources still be big issue

19 Summary of outputs 2006/7 Mediterranean

20 NE Atlantic - Summary Only results agreed now are for benthic invertebrates Many more results expected by June 2007 e.g. phytoplankton There will still be some gaps - particular problem is Transitional Waters More work needed after June 2007 on these gaps plus other metrics and habitats

21 Summary of outputs 2006/7 North East Atlantic

22 Summary of outputs 2006/7 North East Atlantic

23 Summary of outputs 2006/7 North East Atlantic

24 Lakes

25 Conclusions – final outcome
Agreement on final outcome Med GIG – results to be presented to the Committee with the clear explanations of limitations

26 Conclusions – final outcome
3. Technical Report needs to include Ranges (if necessary) EQRs (derived by dividing ref value/boundary) guidelines for transposing the ranges to the national assessment systems

27 Conclusions – IC Decision what – include IC Decision, what – to include TR
4. IC steering group provide to the Committee : the options with pros and cons (interesting discussion, we are not to decide) 5. Paper EQR approaches, pluses + minuses

28 Conclusions – types 6. New IC types – agreement
7. IC types – national types TR to include compliance table MS types – GIG types

29 Conclusions 7. TR to include compliance table MS types – GIG types
MS – provide national typology GIGs – compliance tables Include in TR Not about values, only how types comply ! Should not be complicated task

30 Conclusion – participation
8. Participation tables No blank spaces: Participation Non applicable – if there is no lake type Countries and GIGs decide asap

31 Conclusion - future 9. Yellow boxes with ?
Work should be continued also if there is no hopes to finish until March

32 Thank you !
