3 Financing Decision Eurostat and DG REGIO intend to spend EUR on co-financing the actions related to Urban Audit in the 27 Member States, Iceland, Liechtenstein and Norway The Swiss Federal Statistical Office will also be invited to participate in that action but will not be entitled to receive financial support from Eurostat The EU shall contribute a maximum of 70% of the total eligible costs 27-June-2011

4 Eurostat’s grant policy - Substantial reduction of number of small grants
In order to develop projects of European size, grants below € will not be awarded. In this respect, with regard to contents of projects, high priority should be given to broad projects which will contribute to Eurostat's strategy for the "Re-engineering of the Production Systems of European Statistics", i.e. projects aiming at developing common tools (methodology, IT infrastructure, databases) with the ESS and using cooperation between members of the ESS In 2009, 13 out of the 21 Urban Audit grants awarded were below € 27-June-2011 4

These collaborative actions would reinforce broad projects with a European added value and would pass the minimum threshold of € 50 000. Another possibility is the "block grants", meaning grouping different actions in a single grant agreement for a given beneficiary, which may be appropriate in particular for NSIs in the smaller Member States. Another possibility proposed by the budgetary unit is the use of procurement (i.e. buying a service). In this case, Eurostat launches a call for tender instead of a call for proposals. 27-June-2011
