Grants – the Bill should provide for and incorporate a phrase ‘… with relevant stakeholders …’ on VOTES that will contribute to: Establishment of a centre of excellence and learning HUB in each province for awareness and exposure to 4th Industrial Revolution Co-funding with NPOs and private sector for sports facilities for use by schools and surrounding communities Co-funding with NPOs and private sector for arts facilities for use by both schools and surrounding communities Question Limpopo (page 87) the only province that did not qualifying for the incentive components: What are corrective measures to assist provinces meet requirements? Exemptions and relaxation of laws/ regulations to provide for: the SLAs entered with between Provincial and Local Government to include stakeholder partnerships with relevant and credible NPOs and private sector for access to grants for co-funding partnerships with relevant and credible NPOs partnership at all 3 spheres of government (e.g. VOTE 40, page 49) PARLIAMENT – 17 April 2018 7 1
