Not only explains an observation you've made, but can also predict an observation you may make in the future.
Ex: The Big Bang Theory

4. Scientific Laws: In science, a law is a summary of many experimental results and observations; scientific laws tells you how things work.
Laws tell you what happens, not why it happens.
Ex: Newton's Law of Universal Gravitational Attraction
