3 Who is the Fiscal Service?
The Bureau of the Fiscal Service (The Bureau), a new bureau of the Treasury Department, was formed from the consolidation of the Financial Management Service (legacy FMS) and the Bureau of the Public Debt (legacy BPD) The Bureau of the Fiscal Service is committed to delivering strong leadership, exceptional operational services, and positive transformational change of government-wide financial management and shared services. The mission is to promote the financial integrity and operational efficiency of the U.S. government through exceptional accounting, financing, collections, payments and shared services.

4 Payment Management • Fiscal Service disburses almost 90% of the federal government’s payments. • Our recipients are a global community, living domestically and abroad, in rural and urban areas. On behalf of over 200 Federal agencies, Treasury made 1.18 billion payments valued at over $3.3 trillion in Fiscal Year 2017.

Responsible for issuing domestic and foreign payments on behalf of federal agencies. Philadelphia Financial Center Responsible for managing all reconciliation and post payment activities associated with payment issuance

Overview Payee claims non-receipt of SSA, SSI, VA or IRS (removal of the form) payment Fiscal Service calls, s or faxes FI’s information to obtain disposition FI responds by either phone or fax Recent Challenges with the current process FI’s are vetting these phone calls We are having problems with obtaining the disposition

FedMail Delivery Notifications Electronic Reclamation Notifications Delivery via FedMail ACH Debit Authorization Pilot This process is currently being piloted with high volume Reclamation Financial Institution's. FI authorizes amount to be debited on BFS 133 in lieu of paper check being mailed to Treasury Quicker and more timely turnaround Debit posts to FI’s Fed Account same day Satisfy ACH Reclamations with Automated Debit Payments
