You are working with a contractor with whom you have worked several times previously. The contractor has recently become interested in intelligence tests and is lobbying to include a couple of different cognitive ability measures among the assessments in your project. While there might be some very tangential relationship to the work you are doing, you believe the contractor’s primary motivation for including these measures is ultimately for publication in a refereed journal.

Remember that your job exists to support Soldiers, not the other way around. If inclusion of the measures is not essential to your mission, don’t include them. Remember that it’s you, not the contractor, who’s in charge of the process. If your HUC package has already been submitted for the research, you can’t add items afterward. Remember, if you add Soldier time to your research request, that’s time the Soldiers don’t have, and whatever they do during that time should point toward a positive impact for the Army, not just your personal interest or that of one of your contractors. If you think of Soldier time as money, then you must ask yourself if you have the authority to spend that money in the way you are proposing to spend it.

Know contracting rules and regulations, and do not violate them. Recognize that every decision has conflicting interests and constituencies. Keep in mind your mission is to support Soldiers. You are responsible for ensuring your team’s research activity is relevant to the Army and has a clear path to Army impact. Don’t let contractors set the research agenda.
