3 The Preamble The Founding Fathers wanted to:
Create a nation where states work together Make laws and courts that are fair Keep the country at peace and safe Help citizens become and stay happy Make sure future citizens remain free

4 Requirements and Qualifications for Representatives and Senators
The number of representatives a state has is based on its population. Missouri currently has 8 reps. Minimum age: 25 Must live in the state in which s/he is elected Must be a U.S. citizen for at least 7 years Term length: 2 years Each state has 2 senators Minimum age: 30 Must live in the state in which s/he is elected Must be a U.S. citizen for at least 9 years Term length: 4 years

5 The Vice President of the United States is the President of the Senate, but cannot vote unless there is a 50/50 split. Joe Biden is the current VP. President Pro Tempore acts as President of the Senate when the VP is absent. Patrick Leahy is the current PPT. Quorum- the minimum number of members that must be present for official business to take place

6 Congressional Powers Congress is allowed to: Create and collect taxes
Borrow money on credit from the U.S. Coin money and punish counterfeiters Regulate commerce with other nations Establish post offices Declare war and regulate military branches Impeach and remove the President and federal judges The Senate can refuse to ratify treaties and can refuse to confirm presidential appointments Represent the voice and interests of their constituents - the people of their home states and districts. Create and Pass Laws. What do you think is the most important power Congress has? Why?

7 How a Bill Becomes a Law All bills for raising revenue (money used by the gov’t to cover expenses) must originate in the HOR Each house must pass the bill by 2/3 vote The President passes or vetoes the bill If the bill is vetoed, Congress can override the veto with a 2/3 vote from both houses combined
