4 History and Locations The NOSS model was developed in 2002 as a program named Sound Response, within the University of Wisconsin’s Waisman Center and funded by the Dane County (WI) Department of Human Services. NOSS was Founded as a private company in 2007. Locations-Wisconsin, Indiana, Iowa, North Dakota, Missouri, Illinois, North Carolina and Florida.
