2. Programmes Result indicator („What do you want to change?“)
For each (sub-)priority,
Baseline required!
Output indicator
Set custom output indicators,
Use obligatory common indicators,
Set a target.

3. Ex ante evaluation To support the programming
To support the strategy development and optimal split of funding by intervention,
To check the intervention logic,
To support target setting for outputs,
To refine definition of outcome indicators + baselines
– no targets required
To improve the delivery system,
To check methods + data requirements for future evaluations,
To spot opportunities for impact evaluations

4. Monitoring / Annual report
Reporting against output indicators
(common indicators via SFC),
Report change in result indicators,
Contribution of programme to change of result indicators, when available (evaluations!),
Comment and analyse.

5. Evaluation during programming period
According to needs of programmes, by priorities, themes, across programmes…when needed.
To support programme implementation,
To cover all priorities at least once during period by impact evaluation – counterfactual or theory-based.

6. Evaluation Plan Content to be defined in Implementing Regulation,
Adoption and amendment by Monitoring Committee,
Plans change and do not cover everything!
