3 What is Civics? Civics is the study of the rights and duties of citizens Most people are citizens of the country where they live Citizens agree to accept the government’s authority and follow its rules

4 Why do we need government?
A government is the ruling authority of a community A government makes and enforces laws to: Keep citizens safe Help prevent conflict between citizens Prevent disorder and chaos in society What would our lives be like with no government?

5 Functions of Government
The government: Keeps order and provides security Makes laws to help prevent conflicts Settle conflicts between citizens Set up armed forces Provide services Guide the community Set up public policy Create a budget Develop relationships with other governments

6 Levels of Government National (Federal) Government
Makes laws for the country Is located in Washington, D.C. State Government -Makes laws for the state -Cannot make a law that conflicts with the national government’s laws -Is located in St. Paul (MN) Local Government -Makes laws for a city, town or community -Cannot make a law that conflicts with the national or state government’s laws

7 Branches of Government
There are three branches of government: Makes laws Interprets laws and punishes lawbreakers Enforces laws
