NMCD CMIS Project Closeout
Larry introduces us and gives introduction to project. Just say that we are moving from a client-server based system to an n-tier system with business logic moving from the database to a middle tier. We are using NCOMS code, which will be explained by Dan later, and this will save significant state dollars. Presenters: Larry Pacheco, CIO Dan Donoghue, PM August 25, 2010

CMIS Project Overview Dan talks about the overall strategic plan. Noting phase 1, 2 and 3. Mention that the project will go on beyond FY10.

CMIS Background Project funding : $1.1m General Fund/$600k NMCD
CMIS is the principal electronic offender management system at NMCD. CMIS manages approximately 26,000 offenders from pre-sentencing through probation and parole. Project Goals: Move from client-server to web-based Allow easier maintenance Enhance security Add functionality Consolidate screens Leverage other states’ work through NCOMS consortium. The project has received $1.1m from the general fund and $300k from NMCD’s base budget. This will carry us through June 30, The project goals will ensure that updates to the CMIS system will occur server-side, so that the many laptops and workstations won’t need to be pushed out updates.

Idaho didn’t develop the code base from scratch. We sent a Probation and Parole representative to Idaho to address some of our functional requirements.

CMIS Status Budget Schedule Scope – No scope changes
$1.7m spent/$1.1m from Legislature Schedule 5 change requests Project completed on time Scope – No scope changes IV&V – Project green Vendor – 50 of 52 deliverables accepted Schedule – change requests in addition to requirements documents. Change requests required additional functionality not contained in the baselined requirements documents DOIT/SPD approval process; Whether a contract amendment or new contract Whether it needed to be signed by DFA or SPD Amendment #2 received at SPD on 2/23, not signed until 3/17 Amendment #1 signed by NMCD on 11/13, not signed until 1/12 Budget – we feel we are spending state dollars effectively and efficiently. NMCD will be going in for a request of $2m for FY11. IVV – I plan on turning project green after phase 1 is complete because phase 2 is on schedule. I will consult with our IVV consultant on their rating of the project.

Accomplishments Developed 7 ½ modules over two years. RFP only called for 4. Trained applications staff on new technologies Successful user acceptance Successful train-the-trainer sessions Successfully introducing a paradigm shift for OMP implementation Moved from a maintenance shop to a projectized shop Issue of moving from a maintenance shop to a projectized shop is well underway and is very successful. Our staff is eager to learn and is adapting to the new technologies extremely well. So, while this is listed as an issue at this point in time, we see it becoming a strength shortly. Issue of changing how NMCD does business. As we add functionality to the system, NMCD facilities and PPD staff will face some changes. These changes will align NMCD with the Governor’s task force on prison reform. Paradigm shift for OMP – This is a new module for NMCD. This is the first time we will be able to centrally track, online, an offender’s programming from intake through probation and parole. We had to determine who does what when, what policy changes are needed.

CMIS Future Plans FY11 – Continue deploying modules developed in FY09 and FY10. Develop three new modules according to CTA specifications. FY12 – Requesting $400,000 in C2 funding to accelerate module development and deployment. Continue developing and deploying CMIS modules according to CTA specifications. When these dates are met, NMCD will have completed close to half of the CTA modules. FY11 and FY12 funding will see the project through to completion.
