Sub-cities from Urban Audit pilot phase not re-used

4. Proposals from MS Several MS have made proposals
Very few are satisfactory
It takes a long time to settle the list of sub-cities
Medium-sized cities are often left out

5. Building block I City districts with political function
often too large
Statistical sectors / enumeration districts
often very small units

6. Building block II
Aggregation of small units to homogenous districts of right size
Possible to have 2 levels of city districts
Good examples: Wien (Vienna) in Austria; Method of France

7. Comparability
No absolute comparability
Size requirements important

8. Problems Data availability a restrictive factor
Census data often only source
Political units are often too large
Problem of timing
Census data not ready
Takes long time to define sub-cities
