General setting of FRIBS
FRIBS launched for modernizing business statistics in the context of the Vision and REFIT (integration of content and legal acts; streamlining/simplifying and burden reduction; more responsive to user needs) Governance by and commitment of the BSDG New Commission has re-examined all legal projects: FRIBS has been re-validated and is strongly supported, including important recent changes in the scope of FRIBS

Current costs of NSIs &NCBs
This diagram displays the relative shares of the current operational costs of NSIs and NCBs as regards the various statistical domains covered by FRIBS. The two main ones are the Short Term Statistics and the International Trade in goods, in total representing ½ of the total costs of Business Statistics. The relative large share for STS may seem surprising, but it can be explained by the fact that STS is not a single statistical production system, but comprises many different smaller systems, such as producer prices, building permits, production indexes, persons employed, wages and salaries, etc., which may seem small each of them but add up to being the largest one.

If we look at the current administrative burden of the statistical domains, Intrastat ranks at the top, responsible for more than ½ of the total burden of business statistics. It is a picture which is already quite well-known and is really at the very root why SIMSTAT is included as one of the initiatives of REFIT, the Regulatory Fitness and Performance Programme of the Commission. The Impact of SIMSTAT on the administrative burden is, however, more complicated, as it is left up to the individual NSIs to decide if and to what extend it re-uses intra-export records from other MS for compiling its intra-imports.

Consultation of the MS on the IA of the additional data requirements and redesign options of Intrastat. Your contribution/support is highly appreciated!! Drafting the full legal package of FRIBS, including also all domain specific provisions. Both BSDG and WGs will be informed in detail on the legal work in progress.
