Common themes I. WG proposes 3 options: 1. Four themes, one for each thematic objective and covering all investment priorities 2. Six to eight themes corresponding to the investment priorities most “in demand” 3. A compromise between options 1 and 2 WG recommends option 2 due to the focus it brings 3 3

Common themes II. Themes preferred by WG:
Access to employment for job-seekers and inactive people, incl. local employment initiatives and labour mobility Sustainable integration of young people not in employment, education or training into the labour market Equality between men and women and reconciliation between work and private life Enhancing access to lifelong learning, upgrading skills/competences of the workforce and increasing the labour market relevance of education and training systems Active inclusion Combating discrimination based on sex, racial or ethnic origin, religion or belief, disability, age or sexual orientation Enhancing institutional capacity and efficient public administration 4 4

Common themes III. Themes preferred by WG are assumed as starting point for developing common themes: Guaranteeing a direct link with both the Europe 2020 agenda and MS OPs They should be clearly institutionally distinct and worded differently to avoid confusion Who will decide on the common themes? 5 5

EU-level platform - bodies
EC: responsible for TNC overall EC TA: supports EC, TNs, TNC AG and MAs; funded from EC’s TA budget Thematic Networks (TNs): 1 per theme, mainly provide policy input incl. design for coordinated calls, chaired by EC TA, attended by MSs participating in a given theme and open to others, funded under EC TA TNC Advisory Group (TNC AG): oversight of and advice on TNC (particularly horizontal issues), chaired by a MS, EC TA to be secretariat, attended by MSs participating in the CF and open to others, MSs to fund their participation - other costs covered by EC TA MSs: ensure national/regional level duties (e.g. launch individual calls, select projects), attend TNs and TNC AG Target date – beginning of 2014 6 6

Partner search database Primary focus on project ideas or proposals Should be open for flexible approach Final shape will depend on the method decided for selecting projects Central EU-level website To follow on from current TNC website Analogous website for ETC to be inspiration To cater for flexible approach as well as CF 7 7

Each applicant prepares its own application already including TN partners Applicants search for partners (partner search events, database) Applications are assessed and selected Calls are issued 9

Monitoring, dissemination, evaluation
Monitoring of individual contracts would rest with national/regional MAs; depending on the number of grants, monitoring of TNC partnerships could be the responsibility of the Thematic Networks, supported by the EC TA. Dissemination/mainstreaming of project results should rest with TNC partners (supported by MSs) and be specifically foreseen in their TNC programme; Thematic Networks, supported by the EC TA, could help with dissemination/mainstreaming at EU level. Evaluation of TNC partnerships could be performed by the partnerships themselves and/or Thematic Networks, supported by the EC TA. 12 12
