2. Background: Today´s reality
Under-designed infrastructure in the municipalities
Will take decades to catch up the lack of maintenance!
Lack of competence and resources – no help from the state
Politician more interested in spending money on hospitals and culture

3. Background Heavy increase in water related damages/claims
Frustrated (and angry) customers
Insurance have to pick up the bill
the law gives municipalities more or less immunity (subrogation)
Negative reputation:
Many law processes - have created negative focus and conflict between municipalities and insurance (which insurance will not win!)

5. What to do as an industry?
Why should the insurance industry give the municipalities their claims data?
Key word: “contribute to a Sustainable society!”
Need to see and understand this is critical for both the industry and the society!
We want to stay in business!
Need to focus on long term planning
See new possibilities!
Need to understand we have a role to play
Need confidence for lobbying/better laws
Need to bring something to the table

6. Expectation from the authorities and other stake holdes
Public White paper
pointed out the usefulness of the claims data
Finance Norway has climate change as one of their main topics
Means: Need to talk to the stake holders (the public, the authorities, NGOs…)
Commitment: involved/part of other public – private forum and initiatives

7. Pilot Project A private – public partnership project
“Reference group” with different levels of authorities (a political issue)
Have includes the municipalities early in the process
They are the one to use the data – it needs to be practicable for them
Watch out when using researchers
Often too much of a theoretical approach
Insurance industry do not ask for anything in return (yet)
Important!
Must take care of confidentially and data protection laws

8. Pilot Project - goal The pilot will try to find out:
- if and in what way insurance claims data can give the municipality useful information in decision making processes to reduce urban (and land) flooding.
- What types of data is useful
- assaulted water, water and sewage back flow, land flooding and storm surge.
- 10 “pilot” Municipalities
Differ somewhat from the Canadian MRAT
The data will be tested on existing data program/tools that are already within the municipalities
Collect “log book”
Do not include hydraulic information
