EDIDP (2019/20): prepare EDF (2021-27)
Overall rationale: Foster European strategic autonomy through cooperation on the development of key defence capabilities. Demonstrate European added value and support industrial competitiveness Main purposes: test co-funding mechanisms: How can EU budget support collaborative Member State development projects? prepare the Capability Window of the future EDF: Which development activities to fund under the next MFF?

ASD focus on second purpose:
Co-funding Mechanisms tested (mainly) through prototyping actions Limited to already ongoing development projects, proposed by Member States Preparation of Capability Window post-2020 Sows the seed for new cooperative procurement projects Crucial for industry’s competitiveness and Member States’ upcoming capability needs Equally important, focus of ASD work

Information Superiority – Battle space ICS, space capabilities, ISR including RPXS, digital capabilities Expeditionary Operations – Intra-theater combat, precision engagement and rapid response, interoperability and effectiveness, mobility for engineering, logistical support Protection of EU Territory – New systems for direct and indirect fire, air and missile defence, close air support, FCAS, RPAS

Nn Maritime Mobility and Operational Capability at Sea – future naval platform, future innovative naval systems, UxV integration in naval environment, naval weapons and sensors Cross-cutting Drivers – energy, logistics, autonomy, modelling/simulation/experimentation Based on EDA Capability Development Plan 2014, now under revision , + Industry own view of evolving capability requirements

ASD INPUT Based on the capability needs shown in the previous slides, ASD started a thorough internal process to identify possible topics that would be of interest for the European Defence Industry. 75 project topics were identified and described in a Food for Thought Paper that was made available to the Commission. Based on the Programme purposes previously stated, ASD has identified five possible project categories.

Possible Project Categories:
Major system concepts and architectures – prepare future major procurements at European level Experimentation and demonstration – test and exercise systems and subsystems, and generate candidate approaches Interoperability of systems – allow systems with different national origins to operate together in CSDP missions Critical subsystems – ensure security of supply at European level and industrial competitiveness Supporting measures – to address general aspects of the defence development lifecycle

conclusions EDIDP is clearly a great opportunity for European Defence Industry ASD is playing its role trying to collect and channel industry views to the key players The next months will be crucial for the definition of the Work programme and for companies to define their strategy to best exploit this unique opportunity
