1) to integrate capabilities and to develop a system of tools and methods to improve and coordinate operational reaction following the occurrence of the event 2) to develop information and training kits to the public and to specific audiences envisaged before (preparedness) and after the event (response). The system includes early warning systems, isolation, shielding, decontamination, medical counter-measures etc. 3) complete toolbox to be used by public authorities in charge of crisis management (incl. health authorities). It should lead to an integrated European approach to CBRN crisis. It should provide and demonstrate significant improvements with the existing fragmented situation and significantly improve the resilience of the European Union 02/12/2018 PRACTICE

8 PRACTICE Objectives The objective of PRACTICE project is to improve the preparedness and resilience of the EU member states and associated countries. The project will develop a new toolbox focusing on 1) identification, organization and establishment of knowledge of critical elements in the event structure thorough studies of a wide selection of scenarios, real incidents and exercises 2) analysis and identification of gaps in the current response situation and organization and integration of the allocated response capabilities or functions in a toolbox of equipment, procedures and methods 3) an allocated system or kit for public information, decision-support, first-responder training and exercisers. 02/12/2018 PRACTICE

9 Some of the innovative tools
Development of new, or selection of existing decontamination agents Surveillance and C2 system (including integration in a 4D system, modelling of contamination. Integration of mass casualties’ identification procedures and software with first-response actions and medical treatment. Search and rescue in contaminated areas (on autonomous platforms, vehicles decontamination. Design, implementation and test of all the Health Services simulators needed to address the sub-set (identified with the support of the end-users) of Health Service-related gaps New generation of modelling tools that can predict the evolution and contaminated areas, but also trace the source of an incident using information from sensor networks. Materials / personal properties decontamination CBR sensor data fusion A risk analysis framework, that will include preparedness plans for examined scenarios Source identification, abnormal behaviour detection, automatic detection and tracking Media handling and communication to the public.
