e-COO N. Noorzadeh Director of Certificate of Origin Division In the name of god Ladies and Gentlemen First of all I would like to express my deep gratitude for participating in this meeting, and I wish a pleasant stay in IRAN. This is Noorzadeh, Director of Certificate of Origin Division from Tehran Chamber of Commerce. I am going to briefly describe the latest situation of issuance of CO.

2 Old Process Tehran Chamber of Commerce
Industries, Mines and Agriculture Transportation Companies (1000 Companies) COO Exporter BL Customs Export Clearance 160 Branches Request for CO + Payment Receipt Let me start by describing the old process: As demonstrated in this figure you can see how we gathered required documents for the process of issuance of COO The mandatory steps was as the following: کلیک 1- The exporter delivers the Customs Documents from the customs branches distributed in 160 locations nationally 2- Then , the exporter delivers the BL (same as SeaWayBill, AirWayBill, CMR, FBL, MTBL,…) from the international transportation companies. There are more than 1000 companies working in this field, so this step was another time consuming process for the traders. 3-The exporter declares the request for COO Form with all required documents to the chamber of commerce manually and after processing the request he/she pay the bill for the Chamber of Commerce services manually 4-After the final control , the COO is issued and formally signed and stamped. The exporter now can go for the next steps which is sending the COO to its partners,etc Bank

3 Challenges Time Consuming Process High Cost of Document Preparation
Low integrity in Data Without Authorities Confirmation Concerning a very experience of chamber of commerce to govern this process we found several problems with this way of service delivery: کلیک 1-it is too time consuming, time is money but by this way, nearly 2 days is the least required time for handling this process 2-Almost 30 dollars is the cost for preparing documents by the mentioned process and that was costly for exporters. 3-The data is distributed in the different trade documents and data entry is another boring job with the high probability of wrong data entry. At the end of the day there was no guarantee for data integrity and reliable trade statistics 4-In this process we just accept and trust to the documents we received and there were no any other kind of confirming the accuracy and validity of the documents issued by authorities.

4 National SW for Export Documents First Phase
EXPORT Single Window Request For improving this process we have defined a project. The project’s Vision is developing EXPORT Single Window. First phase of this project covers re-engineering of the process of issuing e-COO and developing its required technologies. In this new process, we receive all documents from the issuers directly, electronically and with digital signature. کلیک سه تا So there is no more need for gathering trade documents manually by the exporters. Therefore we wont need to receive any paper documents. کلیک So the exporter just declare the COO to the chamber of commerce and all of the controlling processes for applying rule of origins according to ICC guidelines are done transparently and in a paperless fashion. Finally, the issuance process of e-COO is powered by ICT (information and communication technology) and the exporter can receive it both electronically and by paper. For those foreign customs who accept e-COO they can check the validity of e-COO online

5 Next Step-Pilot Cross Border
EXPORT Single Window Supporting Community Supporting Community The next step is cross border document exchange. The eb-XML (electronic business XML) technology is developed for this purpose and now we are discussing with different countries for developing cross border e-document exchange . You can see the conceptual organization of this part. The key elements are the following: کلیک 1-Chamber of Commerce 2-Supporting community including Customs and Transportation Companies and Banks 3-Technology Operator

6 Three Years Plan- ECO Trade e-Community
Our plan for extension of this community is ECO countries as well as Asian partners. Same as Vietnam, Taiwan, Japan, South Korea and Thailand For ECO countries we have a plan approved by ECO summit in Kish island June 2012 which supports development of this practice in the member estates including Afghanistan, Azerbaijan, Iran, Kazakhstan, Kyrgyz, Pakistan, Tajikistan, Turkey, Turkmenistan, Uzbekistan.
