At the average pace for the above Task Groups, our first Letter Ballot would open this month and our first Sponsor Ballot in January 2007.
We are now behind the average pace for our first Letter Ballot.
With our first full proposal presentation in July 2005, it will be some number of meetings beyond that before we can even try for our first WG Letter Ballot.
Things will usually happen slower than what we aim for.

Possibilities for TGs Activity Between July 2005 and September 2005 Meetings to accelerate action :
One or more official face to face meetings, requires 30 days notice (P&P clause 3.6.2)
One or multiple Teleconferences (require 10 days notice, cannot be held more often than weekly (P&P clause 3.6.3))
Suggestion:
One ad hoc to assist in proposer negotiations
Note that we currently have working group permission to hold an ad hoc meeting August 30th through September 1st in Portland, Oregon, to discuss proposals.
One teleconference to fine tune plans for the September meeting such as on September 24th.
