Part-1 Review of Implementation of MDMS in UTTAR PRADESH (Primary + Upper Primary) ( to ) Ministry of HRD, Govt. of India

3 Best Practices (IVRS) Interactive Voice Response System for Daily Monitoring of Mid Day Meal Scheme at school levels. Provision of seasonal fruits once a week from State resources. Mandatory policy for Engagement of CCHs- Cook should be the Parent of the child studying in that particular school. 90% schools using LPG as fuel. Creation of ‘MAA SAMUH’ for testing of meals. Coverage under Aadhaar is 80%

4 Main Issues from Appraisal
Coverage of children is very low (57% only) Payment of Honorarium to CCHs by cheque. Construction of 361 kitchen-cum-stores & surrender of remaining funds to GOI as per last PAB decision is still pending. Total outstanding bills of Rs lakh as on as per FCI Statement. Kitchen devices yet to be procured for 7037 new schools (Rs lakh and replacement for schools (Rs lakh). MDM Rules 2015 not yet notified. Mismatch of data in MIS and AWP&B

5 Innovations etc. It is proposed that the States and UTs may also be given flexibility to utilize, with prior approval of MHRD, 5% of their Annual Work Plan & Budget for new interventions provided they are not included under any of the Central or State Schemes and there is no overlapping of activities. This is subject to CCEA approval. Some of the suggested innovation may be in the field of Water filters, kitchen gardens, provision of LPG connections, use of millets etc. These are only illustrative and not exhaustive.
