Background School Based Assessment (SBA) refers to forms of assessment, which are conducted by the teacher at the school level. This includes assignments, projects, research, demonstrations, role plays, listening exercises, homework pieces, class work pieces, tests and examinations. In subjects with a practical component and in the case of languages with an oral component, SBA includes assessment of the practical skills and in the case of languages, assessment of the oral skills.

Cont... SBA constitutes 25% of the final promotion mark in all the subjects offered as part of the National Senior Certificate (NSC). In the case of the subjects with a practical component and the languages, the weighting of SBA is higher than 25%. In the case of Life Orientation the assessment is totally school based (i.e. 100% SBA).

Cont It is the responsibility of the PEDs and (DBE) to ensure the reliability, validity, fairness and practicability of the SBA. Moderation of SBA should be conducted at school, district, provincial and at national level to ensure credibility of the SBA. UMALUSI quality assures. SBA is therefore an examination on its own because candidates are not resulted if it is not submitted, or when all the formal tasks are not done.

Points of concern... The general trend of schools not recognising the existence of the SBA Coordinators. School Based SBA Coordinators(SBSBACs) are as a result not attending to SBA matter in schools as agreed in the inaugural School Based SBA meeting in the District. SBSBACs are therefore not managing the implementation of SBA policies in schools.

Points of concern... Late submission of portfolios for Provincial moderations-non adherence to submission dates(21H00 submission on Sunday!!). SBSBACs not taking the responsibility of ensuring that portfolios reach the District Office on the agreed upon dates Teacher and Learner portfolios not properly marked, ie name, school, subject, district, province, grade

Points of concern... Agreement was reached in the first SBA (23 and 28 February 2017)meeting to develop and use SBA Tasks Submission Register whereby learners will sign and the date be indicated when a task is submitted. In all schools, where SBA compliance was monitored in 2017, no such a register exists.

Final SBA mark sheets... No tipex on mark sheets
Have a record of all SBA mark sheets that were received by the school. Make copies of all completed and signed mark sheets Make sure that all the SBA mark sheets are ready when Subject advisors come for moderation.

Final SBA mark sheets... Make sure that all mark sheets for Part time learners are signed and returned back to district. Make sure that all mark sheets received by the school are signed by all the signatories, even if the learners do not have SBA marks or withdrawn and facilitate their delivery back to the District office.

SBA IRREGULARITIES DURING JUNE 2017 PROVINCIAL MODERATIONS
No evidence of INTERNAL MODERATION by the SMT in school. Tasks are not remarked in green to indicate internal moderation. In other instances, tasks are not marked by the teacher at all...

SBA irregularities ENGLISH HL
The teachers file has no evidence of the following assessment tasks with rubrics / memo: Task 1, 2 , 4 incorrect tasks, and for task 6 no teaching plans available. Task 4 is an incorrect task (not CAPS compliant). Learners` portfolios only have 2 tasks out of the 5 as proof of evidence i.e. tasks 3 and 5.

In some of the questions the learners responses are exactly the same as the memo word for word??? The provincial question paper was changed e.g. Part 1 Question 1.1, Question 3.1 and Part 2. The question paper bears the logo of the Free State Department

The learner got 50/50 however there are 2 Questions that have not been marked. Still encountering situations where marks are awarded without presenting evidence in 2017

SBA irregularities MATHEMATICAL LITERACY The marks of assignment have been recorded incorrectly. The total for assignment was 75. The teacher gave all learners a task out of 50 marks. Marks out of 50 which were obtained by the learners were then converted to 75 for recording. One learner indicated the investigation was written on 17/02/2017 – the prescribed date was 14/02. It appears as if candidates were given a second chance using same task.

No proof of Task 1 or practical preparation done in learners files as well as teacher’s (task1) as marks were allocated on the mark sheet.

Task 2.1 and 2.3 no evidence of practical lessons were in the learners files. No rubrics to confirm the marks. Task 3 no practical lessons of learners in the files with no preparation forms or rubrics to confirm marks. Support SBSBACOs be fully responsible for submission of moderation portfolios on time. Resort to intervention by Subject Advisors where there are challenges regarding submission of moderation portfolios. Teacher and learner portfolios to be clearly marked: Names, School, Subject, Grade, District, Province. To be monitored with every visit.

Support DSBACO to engage the SBSBACO and the Deputy Principal(curr) during monitoring to ensure that coordinators at school take charge Subject Advisors to ensure that formal tasks are internally moderated. Teacher`s portfolios to have assessment plan The District SBA meeting will be held in August and September 2017 where school based coordinators will be engaged around irregularities in preparation for the final moderations.
