The LSCB seeks to promote Equal Opportunities & Anti-Discriminatory Practice in all areas of its work. Swindon LSCB

2 So what are LSCBs? Statutory requirement since 2006.
LSCB remit is very broad and covers all aspects of safeguarding To co-ordinate what is done by agencies To ensure the effectiveness of safeguarding arrangements Swindon LSCB

3 Core functions Thresholds, policies and procedures function
Communicating and raising awareness function Participating in planning and commissioning Evaluating single and multi-agency training Monitoring and evaluation function Functions relating to reviewing all child deaths Serious Case Review function Publishing the Annual Report Swindon LSCB

4 Membership Membership of Board prescribed and at Senior strategic level Independent LSCB Chair Swindon LSCB has 9 sub groups to deliver its functions-P+P; QA; Performance; Online safety; CRG; CSE; Training; CDOP (shared with Wiltshire) and Health Swindon LSCB

5 How do LSCBs measure effectiveness?
Multi-agency performance data and audits, SCRs/LCRs, CDOP,S.11 and numerous reports on key issues. Feedback from practitioners and children and families. LSCBs- Main Function : LEARNING and IMPROVEMENT – hence the Annual LSCB Conference. Swindon LSCB

6 TODAY’s CONFERENCE THEME- NEGLECT
Increasing levels of children subject to CPP due to concerns about neglect in Swindon. Local reviews have evidenced our challenge. The impact on children’s outcomes is well evidenced and devastating. LSCB neglect framework revised in 2016-improved focus on adolescent neglect but more to be done to identify and address. Swindon LSCB

7 NATIONAL LEARNING Focus is on both National and Local learning

8 KEY LOCAL LEARNING Seminar on the local messages and learning from current and previous Serious Case Reviews/Local Case Reviews on neglect with Liz Evans-Independent Reviewer and Simon Ratcliff-LSCB Business Manager. Seminar on the assessment and evidence of neglect and tools which may be considered for use in Swindon by Holly Potter Swindon LSCB

10 Children’s views-Silent voices
The first session today is a DVD presentation from Swindon children in care council and STEP (Swindon project) on their perceptions of neglect. Hearing from children and young people is the always the best way to start the day! This DVD contains key messages for all practitioners to hear from our children and to set in context today’s programme. Swindon LSCB
