To be based on the modified methods of 2004 ASME Section VIII Division 2 Appendix 4 as currently used in API 6A, 16A, 16C, and 17D

Basis: Draft Appendix I of API 16A (ref. Winter meeting minutes)
Goals:
Avoid having to reference an obsolete Spec
Resolve minor differences between 6A and 16A
To be approved by SCs 6, 16, and 17.
TG will consist of design experts now using 6A, 16A, 16C, and 17D
