The roots of democracy and sustainable development: Europe's engagement with Civil Society in external relations (2012) Participation Enabling environment Capacity building As you know, the MAAP is framed under two Communications. The first one being on Europe’s engagement with civil society in external relations, signed in 2012. Its emphasis is to promote CSOs' engagement to build stronger democratic processes and accountability systems and to achieve better development outcomes. It has three priorities: Participation: To promote a meaningful and structured participation of CSOs in domestic policies of partner countries, in the EU programming cycle and in international processes. Enabling environment: To enhance efforts to promote a conducive environment for CSOs in partner countries. Capacity building: To increase local CSOs' capacity to perform their roles as independent development actors more effectively.

Empowering Local Authorities in partner countries for enhanced governance and more effective development outcomes (2013) Decentralization Capacity development Sustainable urbanization Support to associations of Local Authorities This presentation is on civil society, however, allow me to mention also here the communication on Local Authorities entitled "Empowering Local Authorities in partner countries for enhanced governance and more effective development outcomes" of 2013 as it frames the Local Authorities component of the thematic line. Its 4 pillars are: Decentralization: It involves the transfer of a range of political authority and powers from higher levels in the political system to public authorities at lower level. Capacity development: Enhance Local Authorities’ ability to contribute to good governance and achieve development goals at local level, LA staff have to overcome capacity constraints. Sustainable urbanization: Recognizing that by 2025, two-thirds of the world’s population will live in urban areas, with 95% of the growth concentrated in the lowest income group countries, EU should encourage the definition of city policies for slum upgrading, to gradually improve, formalise and incorporate slums into the city itself. Support to associations of LA: Associations of LA are instrumental in achieving good governance and development outcomes at local level. We are supporting associations of Local Authorities in the programming of national and local priorities.

4 The top 10 funders to Civil Society
Now, let us look at trends in support to Civil Society: In 2008, we were number 8 (according to DAC figures).

As you can see, in 2014 we were number 5, behind the UK and the USA. Undoubtedly, a considerable increase.

6 Interestingly, we are number 1 in terms of funding provided to Developing Country CSOs.
Something we intend to continue doing and, where possible, increase. Working with local CSOs is crucial in terms of improving capacity and ownership.

7 Funding to civil society (2008-2014)
As you can see here, during the period , the combined efforts of EU institutions and MS in support to civil society have increased and made us number one.

8 Let us take a look at what type of CSOs we have been supporting (figures available for 2013)
The graph reflects the split between: International; donor country: development country and partnerships (marked as undefined). With a greater proportion for the combined partnerships + development country put together Interesting to compare this with the DAC statistics for the same period which you will see in the next slide.

9 As you can see here, the division for DAC countries is markedly different, with a larger percentage of donor country CSO supported.

10 CSO total vs CSO-LA Budget Line
Interestingly, if we are to look at the trend for the CSO-LA budget line for the period , you will notice that it has remained stable. Overall, the funding for CSOs for the same period has steadily increased. Something we believe has been made possible following the publication of the Communications referred to above. There is now greater recognition of the relevance of CSO and need to support them as actors of development.

11 CSO vs LA The allocation for the previous CSO-LA thematic programme for the period was slightly over 1.5 billion EUR. The one for the period increased up to 1.9 billion EUR with a greater allocation for the Local Authorities component. A recognition of their importance in the current development context and the need to work more and more with Local Authorities and their networks in order to allow them to play their role in development.
