17. Office for Civil Rights Audit
All colleges accept Federal funds and must comply with the non-discrimination laws (Rehabilitation Act of 1973).
Items are required to be resolved within one year of the VCP acceptance. Up to two years is allowed for difficult resolutions.
There is no tolerance for delays beyond two years since the law has been in place for over 40 years.

A report with all outstanding audit items will be submitted to the Federal Government in July.
Any items not completed by the end of May will be included in the report.
Washington DC counterparts will take over the audit if they feel that the progress is too slow.
Any minor works funds can be used to resolve compliance issues.

24. New Major Projects Which colleges made requests?
All 34 colleges were eligible to submit a proposal. 25 colleges submitted a proposal for scoring.
Who scored the projects?
Every proposal was reviewed by two teams with 6 to 8 members including a trustee observer. The scorers were representatives from the Washington Association of Community and Technical Colleges and their commissions for business affairs, instruction and student services as well as the State Board staff. Each scorer reviewed 11 to 13 proposals.
What’s next?
All but one proposal exceeded the 70-point minimum threshold for being added to the project pipeline in the major project selection. All of the projects that met the threshold will be added to the capital budget request in the ranked order based on proposal scores. These projects will be stacked below existing projects currently in the pipeline.
