December 3, 2018 Purpose To provide guideline to develop technical proposals that meet the W-SUN requirements and provide framework for evaluating proposals Outlines the key characteristics the proposal should specify Provides performance criteria for parameter set Simple, streamlined approach More ‘bang for the buck’ return on effort than creating a formal requirements document Satisfies the purpose of TRD
