4 Training Assessments Allow commanders to accurately determine the state of training readiness of the unit & how well the unit can execute their key tasks Based on a commander’s professional judgment regarding the unit’s readiness: Gauged against an analysis of mission essential tasks Informed by evaluations and assessments from higher headquarters, after action reviews, subordinate leader and soldier feedback and evaluator comments Encompasses answers to two critical questions: Are Soldiers learning what they are being trained? Are Soldiers being trained on the correct tasks? Will help commanders analyze how effectively the unit is accomplishing its mission

5 Measures of Performance
Objective measure of task performance against a set standard Proscribed process for evaluating task performance Used to answer “Are Soldiers learning what they are being trained on?” Can be conducted informally or formally using internal or external assets Documentation can range from an annotated training and evaluation outline to a formal report Information is provided to the commander in order to inform their assessment of the unit’s readiness

6 Measures of Effectiveness
Measure of the performance effects achieved, gauged against the intent (may be subjective) Focused on trends and patterns Used to answer “Are Soldiers being trained on the correct tasks?” Addresses all lines of operation/effort Can be crucial when determining how effective the unit is in accomplishing its mission

7 Training Assessment Planning
A training assessment plan should: Fix responsibility within the staff and subordinate units for gathering and analyzing evaluation data and preparing recommendations to support assessment Concentrate on the effectiveness of leader and unit training Use the Non-Commissioned officers, as appropriate, to gather feedback on individual, crew and team training Allow higher commander to monitor outcomes and take action to overcome training weaknesses and sustain demonstrated strengths.

8 Case Study: EOF & Checkpoints in OIF
Observation: Disproportionate numbers of civilians were being killed at Coalition checkpoints in Iraq Insights: Despite Soldiers receiving escalation of force (EOF) and checkpoint training prior to deployment, disproportionate numbers of civilians were being killed at checkpoints. Extensive analysis of the pre-deployment training being conducted and the associated performance measures; compared against the conditions under which the tasks were being executed on the mission, revealed that adjustments needed to be made in the training task performance measures. Leaders took steps to correct the situation on the ground through re-training and to adjust pre-deployment training requirements. Lessons Learned: While in mission, it is still crucial, in order to evaluate how effectively the unit is accomplishing its mission, to ask if Soldiers have accomplished the tasks they are trained on and if they have been trained on the correct tasks.

9 Practical Exercise 1: Correlation Between Training & Mission Accomplishment
Scenario: You unit is deployed on a peacekeeping mission. Five of your soldiers have been accused of committing acts of sexual violence against local women over the last month. The issue has escalated, is impacting the credibility of your force with the local population, and threatening your ability to successfully accomplish your mission. All Soldiers were required to receive UN Core Pre-Deployment Training, including modules on appropriate conduct and sex and gender-based violence, prior to deployment. Task: In groups, discuss the following: Is the situation a reflection of the training the Soldiers received? What adjustments you might make? What action does the command need to take in order to investigate and resolve the situation? What recommendations might you make for units who are training to support the mission? Purpose: In order to highlight the need to analyze the part that training plays in mission accomplishment. Time: 15 minutes

10 Practical Exercise 2: Correlation Between Training & Mission Accomplishment
Scenario: You unit is deployed on a peacekeeping mission. Your unit regularly conducts patrols in and around the market areas, however, women from the nearby internally displace persons (IDP) camp are still being attacked on their way to and from the market. They are typically attacked near the river, between the market and the IDP camp. The number of incidents has sharply increased. Local authorities have intermittently reported the presence of armed groups camped along the river. All Soldiers were trained on conducting patrols prior to deployment. All patrol reports indicate that the patrols are conducted in accordance with established performance measures. Task: In groups, discuss the following: Is the situation a reflection of the training the Soldiers received? What adjustments you might make? What recommendations might you make for units who are training to support the mission? Purpose: In order to highlight the need to analyze the part that training plays in mission accomplishment. Time: 15 minutes
