2. According to article 9, the Commission informed Member States on 10 September 2014 that it would receive no further notifications (the allocated amount had been exceeded for both groups of products).
Art 11 – Producer organisations and producer non-members shall apply for the payment of the Union financial assistance by a date fixed by the Member State, the latest by 15 October 2014.
Art 12 – Member Sates shall notify the Commission by 22 October 2014 (six weeks from 10 September) of the information on the total quantities withdrawn, the total areas on which non-harvesting or green harvesting operations have been undertaken and the total amounts of Union financial assistance for the corresponding withdrawal, non-harvesting and green harvesting operations, based to the notifications made to the Commission on the 4 and 8 September.

3. Art 12 – where those amounts notified by Member States by 22 October 2014 exceed:
EUR 82 Million for apples and pears; and / or
EUR 43 million for other products
The Commission shall fix one or two allocation coefficients for the grant of Union financial assistance, limiting total Union expenditure to those amounts.
Member Sates shall apply uniformly the allocation coefficient(s) to all applications for payment (same allocation coefficient for all applications of the group of products concerned).
