HCT ALL CLUSTERS PROTECTION CLUSTER (AND SUB-CLUSTERS) HUMAN RIGHTS UP FRONT INITIATIVE Initiated by the UN Secretary General, it seeks to bring together the influence of the political, development, humanitarian and human rights branches to ensure important protection concerns are taken up in a comprehensive manner at the highest levels of the UN, including the provision of global support. . HCT: LEADERSHIP ON THE CENTRALITY OF PROTECTION The HC and HCT members prioritise the two or three most critical protection issues that they will work together to address through high level advocacy and operations. It is often articulated in an HCT Protection Strategy or Framework.
