HUMAN RIGHTS UP FRONT INITIATIVE
Initiated by the UN Secretary General, it seeks to bring together the influence of the political, development, humanitarian and human rights branches to ensure important protection concerns are taken up in a comprehensive manner at the highest levels of the UN, including the provision of global support. .
HCT: LEADERSHIP ON THE CENTRALITY OF PROTECTION
The HC and HCT members prioritise the two or three most critical protection issues that they will work together to address through high level advocacy and operations. It is often articulated in an HCT Protection Strategy or Framework.
ALL CLUSTERS: PROTECTION MAINSTREAMING
With the support of the protection cluster, the Inter-Cluster Coordination Group works across all of the clusters to ensure that operational organisations put in place practical actions that appropriately target and support vulnerable groups and individuals.
PROTECTION CLUSTER & SUB-CLUSTERS: ANALYSIS & PROGRAMING
The protection clusters ensures that operations and leadership are informed by strong protection analysis, coordinates protection activities and facilitates effective protection programming.

6. TASKING AND OVERSIGHT
Protection Cluster: generates analysis to inform operations and leadership, facilities protection programmes and coordinates activities
ICCM/Clusters: coordinates mainstreaming of protection across clusters/cluster members, eg Yemen
Humanitarian Response Plan: should include Protection Cluster analysis and include protection objectives in each cluster/sector, eg, Iraq

7. ADVOCACY AND DIRECTION
The HC and HCT:
Work together to address one or two urgent critical protection concerns through high level advocacy and operations
Constitute a small group in the HCT led by the Protection Cluster Lead Agency, with at least one NGO to develop an HCT protection strategy
Develop a short, concise & flexible HCT protection strategy – refer provisional guidance
Have protection as a standing HCT agenda item supported by a protection note, eg Iraq, Myanmar
Ensure clear direction across the response on difficult protection issues, eg, CAR, Iraq
Raise funds for protection activities

9. PRACTICAL STEPS: ADDRESSING SENSITIVE PROTECTION ISSUES
Leverage the different capacities and access to stakeholders of all HCT members, eg Iraq
Agree clear HCT positions on difficult issues, eg, evacuations (Syria) ; relocations (CAR)
Use an IHL framework for public and private advocacy with all stakeholders
Build trust through principled and sustained engagement with all parties
Utilise all avenues within the system, eg, the different UN mandate holders, HRuF
Link conflict prevention and peace building

One of the most challenging protection contexts in the world, serious abuses, rampant SGBV, forced recruitment of children, killings and complete impunity
One of largest UN integrated missions in the world with a Chapter VII protection of civilians mandate
Over 200,000 people have sought refuge on UN PoC sites, millions more in need of urgent assistance and protection

12. SOUTH SUDAN & PROTECTION: CONCRETE STEPS - OPERATIONAL
Protection Cluster:
Excellent UN & NGO coordinators (UNHCR/NRC)
Good analysis which informs clusters & HCT, eg. The HCT approach to Central and Unity State emergency
Mainstreaming: protection mainstreamed in the HRP and will be a Strategic Objective in the HRP 2017
Funding: constant advocacy as one of the lowest funded clusters in HRP despite immense needs, strategically used common funds at critical moments

Within system: Utilised different UN mandate holders, eg, Genocide & Sexual Violence in Conflict

SGBV is a huge issue – eg. rape as weapon of war, logistical challenges, lack of services and cultural stigma

Advocacy with UNMISS on increased patrols & with government/armed actors on compliance
Support of SRSG on Sexual Violence in Conflict

What is STAIT?
The Senior Transformative Agenda Implementation Team (STAIT) was created by the Emergency Directors’ Group (EDG) in December 2013.
Its purpose is to provide peer support to Humanitarian Coordinators (HCs) and Humanitarian Country Teams (HCTs) to strengthen the effectiveness of humanitarian response in the field.
The team reports to the EDG, is hosted by OCHA, and supported administratively by UNDP.
