2 Background In GA2, an agreement was reached to expand the Operational Committee. Alongside, concerns relating to sustainability brought up the issue of LOGIN receiving funds from other donors. A member based Working Group on Governance Structure (WGGS) was proposed to be set up for the purpose of reviewing the Governance Document. 3rd LOGIN General Assembly

Process The Terms of Reference of the WGGS was finalised in July 2015 Each country (except Laos) nominated one member to the WGGS The WGGS met for the first time in late July (facilitated by Kuno Schlaefli from HO), second time in early October (faciliated by Kuno Schlaefli) and third time just prior to the GA 12/3/2018 3rd LOGIN General Assembly 2015

Result of our meetings Agreement on a separate legal identity Need to expand the institutional base of our membership Considered many options and came up with a proposal for an institutional set-up Country Platforms were consulted for their opinions and feedback was incorporated in the final draft plan Discussed this with OC & SDC. 3rd LOGIN General Assembly 2015

The Proposal An independent and legal entity for LOGIN, which will improve its capacity to raise funds and a status of body corporate Explore the possibility of registering LOGIN in any country offering enabling clauses, and stable legal environment A legal expert may be hired to identify countries with such enabling laws and working environment.
