3. What It Does
OPA amended the Clean Water Act to require facilities to prepare Facility Response Plans, and make vessels and facilities liable for the cost of cleanup and damage in the event of oil spills. The removal of oil is enforced by the EPA. A trust fund created by taxes on oil is used to finance cleanups when the responsible parties are unable or unwilling to. OPA gave the EPA a stronger ability to prevent and respond to oil spills.
OPA affected the environmental pollution created by oil spills.
