The Opening of Japan The whole process began with something called the “Opening of Japan” in We are going to be simulating this process but first we will need one key concept.

Sovereignty Sovereignty is power or authority of a state to do both of the following: Determine laws and decisions for all things within the territory of the state—including living persons. Determine laws and decisions for all citizens and property of the state—regardless where those citizens or property are.

Sovereignty The problem with sovereignty is WHO gets to determine laws over people who belong to one nation but are—for whatever reason—living inside the territory of another.

Sovereignty Example Example: an American is accused of murdering a person in Venezuela. Venezuela wants to try that person but the United States is concerned that the court might be corrupt. Should America allow this person to be tried in Venezuela?

Sovereignty Example 2 Example 2: a Turkish girl aged 14 marries a Turkish man aged 23. This is legal in Turkey. They move to Germany, where that is illegal and considered child abuse. Does Germany split up the couple? Does Germany prosecute the man for child abuse? Same question but now consider that they have 2 children together.
