Entering Data into AQS:
The Importance of Entering Data into AQS: A Tribal Perspective Mary Fauci Nez Perce Tribe
2
Requirements vs. Sovereignty
Some grants from EPA Regions require AQS data submission Some tribes feel data might be used negatively against them Sensitive information Sovereign right not to upload? FOIA issues? Generally, tribes don’t have issues with data uploads
3
Requirements vs. Sovereignty (cont.)
Some states or contractors upload data for tribes Tribes generally want the data displayed as tribal data “Tribal” monitor code in AQS Tribal code rather than state and county code
4
Why submit data to AQS? Supports tribal capacity
Instant report generation Creates awareness that tribes are involved and concerned with air quality Promotes partnerships with adjacent agencies (states, other tribes, air quality districts, etc.) Allows for data sharing
5
Why submit data to AQS? (cont.)
Assists with agency air quality modeling activities (national, regional and local) Data analysis can determine if other types of monitoring needed for tribal areas Assists with TIP development Tribal-specific data can be queried Gives tribes tools to participate in regional and state planning activities

7
Tribal AQS Codes Unique “FIPS Style” identifier for each tribe
Should be effective for inter-tribal consortia as well Tribes may want to utilize specific coding system “Tribal” monitor code
8
Yearly AQS Data Certification
Part 58 Regulations require that each data reporting agency provide their prior year state, tribal, local air monitoring stations data certification to EPA by May 1, 20XX. This certification process informs EPA that Previous year's data completely entered into AQS Raw data is correct and accurate All data was collected following all QA/QC procedures specified in appendix A
9
Yearly Certification (cont.)
Two yearly reports required (plus certification letter) AMP450 report (Quick Look Summary) AMP255 report (Precision and Bias Quality Indicator Summary) These are standard reports in AQS, to be discussed in class Yearly Data Certification Letters and reports sent to David Lutz (cc the EPA Regional AQS person/office also) Data Certification Contact US EPA M/S C304-06 109 TW Alexander Dr. Research Triangle Park, NC 27705
