Requires vessels and facilities to submit their plans to the federal government regarding how they will deal with large spills
Exxon Valdez spilled 11 million+ gallons of crude oil into Prince William Sound
OPA mandated that responsible parties pay cleanup costs, declared the damages that facilities would have to pay in the event of another accident, and established the Oil Spill Liability Trust Fund
