4 Lend-Lease Act Britain had run out of funds to wage war against Germany Neutrality Acts created a “cash and carry system” Lend-Lease Act- allowed U.S. to lend or lease arms to any country considered “vital to the defense of the U.S.” -allowed FDR to send weapons to Britain if Britain promised to return or pay rent for them after the war

5 Hitler Violates Nazi- Soviet Pact
June Hitler invaded the Soviet Union -U.S. weapons began to also go to the Soviets effort

6 Atlantic Charter August 1941-
FDR and Churchill agree to a post-war world of nonaggression, free trade, economic advancement and freedom of the seas By September 15 other nations signed the charter
