2 About VIAM In 1968 VIAM of TSU was founded by Ilia Vekua
In 1968 VIAM of TSU was founded by Ilia Vekua well-known scientist in the International community of mathematicians and mechanisists (an evidence among others in Mathematical Reviews Subject Classification – MSC: 30G20 Generalizations of Bers and Vekua Type).

13 Difficulties & Proposals
Announcing collaborative calls, besides of scientific directions there should be separated topical urgent tasks (problems) with higher financing in contrast to other projects financed by the same scientific programme. Creation of research consortiums should be flexible. Namely, based on the experience of their cooperation scientists create teams and submit a project to solve jointly certain problem; Competition Boards should elaborate recommendations during competition to unite teams from different submitted projects in one project with close scientific targets. The minimal number of teams from different countries should not prescribed in advance; it should depend on globality of the project which should defined during the process of evaluation. 13

14 Difficulties & Proposals
Often arise difficulties by covering operational costs by the hosting institutions, especially by purchase of equipments. So, only overheads for administrative expenses should be transferred to the hosting institutions. All the facilities of the personal use (personal computers included) should be left to the successful project participants as awards. State Institutions and Institutions of Scientific Societies, Unions, and Academies Should have equal wrights of participation in EU Collaborative calls. 14
