Presentation Aim To inform our IFATSEA colleagues regarding the concept and delivery of Central Monitoring in the Irish Aviation Authority (IAA). Central Monitoring = combining the monitoring function from several sites into one. ATOA (Ireland)

Basic Concept A typical FIR has several centres which provide Air Traffic Control function E.g. En-route centre, Area Control Centre, Control Towers at Airports Each centre has its own SMC function All equipment for centre is monitored & controlled locally by SMC Engineers based locally. What if SMC function for two or more centres could be combined? Potential saving by reduction in no. of SMC Engineers ATOA (Ireland)

4 sites with local SMC function SMC function: Continuous monitoring of equipment Responding to alerts delivered by equipment Responding to ATC support requests For H8 locations, some basic monitoring done by ATC Regular (daily) inspections of equipment Physical inspection of equipment, and Checking of status via monitoring equipment Which of these functions can be performed remotely? Anything that does not require physical presence of Engineer ATOA (Ireland)

Central Monitoring in IAA
Initial work began in 2012 Physical installations in 2015 WeyTech and EyeVis equipment Some elements of the system are implemented or are being tested. Majority of hardware in place Working on performance issues Full Central Monitoring not yet operational. HF and Regulatory Issues to be addressed ATOA (Ireland)

Central Monitoring Architecture
For each monitoring PC/equipment at a remote site, there is a Transmitter (video/audio) which connects to Ethernet switch. This data is then routed over MPLS network to Central site which has a corresponding Receiver (video/audio) for each monitored item, which can then be used to display monitoring information In addition there are Wey Keyboards, which allow Monitor selection ATOA (Ireland)

Potential Savings for Company
Advantages (for company) Possible reduction in number of Engineers doing SMC work Savings of up to 5 Engineers are envisaged Increased diversity of monitoring All monitoring combined into one desk Disadvantages: Cost of extra equipment and lines Increased complexity of monitoring system Increased potential for failure of monitoring system (partial or complete) Will require some resources to maintain ATOA (Ireland)

Engineering Staff Perception
CM Project is still under development and some parts have been trialled Association is insisting that CM meets all appropriate Health & Safety standards, including Human Factors. Engineers working on project Gaining knowledge/experience on equipment Able to influence the solution which is delivered ATOA (Ireland)

Current Status of Project May 2017
Dublin using system to monitor Dublin Using Wey keyboards, local screens and VideoWall Shannon have on-going trial monitoring Cork Subject to HF study Only using Wey keyboard and local screens Videowall in place, but not cleared for Operations Plan is that Shannon will monitor Cork and NAC Dublin in Shannon or Shannon in Dublin monitoring only ATOA (Ireland)

Possible Outcomes HF study – unknown findings
Limit on number of systems that can be monitored by one person is exceeded Leads to re-organisation of working methods or more staff VideoWall not used just use Wey keyboard and local screens Reliability of system is poor Equipment and/or line issues Catastrophic event Future of CM influenced by how it may handle such an event It is a success and is expanded CM is acceptable for service but fails to deliver staff savings ATOA (Ireland)
